'-_'~ ORDINANCE NO AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND BY $375,000 00 FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING A CONTRACT WITH TEXAS DEPARTMENT OF HUMAN SERVICES FOR 2002 SUMMER FOOD SERVICE PROGRAM, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 2000/01 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund by $375,000 00 from available funds for the purpose of funding a contract with Texas Department of Human Services for 2002 Summer Food Service Program. SECTION 2. Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No 14745 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Assistant City rney ADOPTED AND EFFECTIVE. ~- J"' V~ 'i^• City of Fort Worth, Texas Mayor and Council Communication DATE REFERENCE NUMBER LOG NAME PAGE 2/5/02 **C-18949 80FOOD 1 of 2 SUBJECT APPROPRIATION ORDINANCE AND EXECUTION OF CONTRACT WITH THE TEXAS DEPARTMENT OF HUMAN SERVICES FOR THE 2002 SUMMER FOOD SERVICE PROGRAM RECOMMENDATION It is recommended that the City Council 1 Authorize the City Manager to apply for and accept, if awarded, a grant from the Texas Department of Human Services (fDHS), requesting up to $375,000 for the 2002 Summer Food Service Program, and 2 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $375,000, upon receipt of the grant; and 3 Authorize the execution of a contract with the Texas Department of Human Services for the 2002 Summer Food Service Program, upon receipt of the grant; and 4 Apply an indirect cost rate of 26 19% in accordance with the City's Administrative Regulation 3-15, which is the most recently approved rate for this department, and apply the new rate when available DISCUSSION The City has sponsored the Summer Food Service Program for children since 1969 This program provides nutritious lunches and snacks, prepared and delivered by a private vendor, to youth eighteen years of age and younger, including families in low-income housing Last year, 108,611 lunches and 120,242 snacks were served to approximately 4,600 children at 49 sites for a total operating cost of $347,440 The total administrative cost was $22,727 The TDHS has notified the City that funds are available for the operation of the 2002 Summer Food Service Program It is projected that 109,000 lunches and 121,000 snacks will be served to approximately 4,800 children at 50 sites during the period of June 3, 2002 through August 9, 2002 The Parks and Community Services Department, Community Services Division will administer this program according to guidelines established by the Texas Department of Human Services Since this program requires daily monitoring of the serving sites, eight temporary employees, whose salaries will be paid from the Grants Fund, will be hired for this purpose In addition, four existing staff persons will also be paid a minimum of two hours and a maximum of 40 hours per week from the grant program's operating funds This personnel will be responsible for the .implementation and monitoring of the Summer Food Service Program This program serves ALL COUNCIL DISTRICTS City of Fort Worth, Texas Mayor and Council Communication 2/5/02 **C-18949 80FOOD 2 of 2 SUBJECT APPROPRIATION ORDINANCE AND EXECUTION OF CONTRACT WITH THE TEXAS DEPARTMENT OF HUMAN SERVICES FOR THE 2002 SUMMER FOOD SERVICE PROGRAM FISCAL INFORMATION/CERTIFICATION The Finance Director certifies that upon approval and execution of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as appropriated, of the Grants Fund JP.n Submitted for City Manager's Office by: Joe Paniagua Originating Department Head: Richard Zavala Additional Information Contac Willa Lister FUND ~ ACCOUNT I CENTER 6140 5704 5775 451303 Various AMOUNT ~ CITY SECRETARY APPROVED 02/05/02 ORD.# 14958
