AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $3,500 FOR THE
PURPOSE OF FUNDING AUTHORIZATION TO APPLY FOR AND ACCEPT A
CERTIFIED LOCAL GOVERNMENT GRANT TO PREPARE AN INVENTORY OF
HISTORIC SCHOOLS IN FORT WORTH, MAKING THIS ORDINANCE
CUMULATNE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR
ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 2001-02 and in
the Budget of the City Manager, there shall also be increased estimated receipts and appropriations ui the
Grants Fund in the amount of $3,500 for the purpose of funding authorization to apply for and accept a
certified local government grant to prepare an inventory of historic schools in Fort Worth.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 14745 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict with
such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect upon adoption.

RECOMMENDATION
It is recommended that the City Council.
Authorize the City Manager to submit a Certified Local Government (CLG) grant application in the
amount of $2,100 to the Texas Historical Commission for the "Historic Public Schools" project and
to accept the grant;. and
2 Authorize the use of $1,400 in General Fund salaries and fringe benefits as the 40% in-kind match
for this grant; and
3 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $3,500
DISCUSSION
Fort Worth is home to many historic neighborhood schools Five Fort Worth Independent School
District (FWISD) schools have been designated as Historic and Cultural Landmarks (HC), and five
others are designated Demolition Delay Two of the HC designations have been approved within the
past year as a result of nominations prepared by students and parents
A total of 35 historic schools are identified in the Tarrant County Historic Resources Survey as eligible
for listing in the .National Register of Historic Places The CLG grant would fund the survey of historic
schools and a final report that could be used to complete amultiple-property National Register
nomination The survey material would also enable the FWISD to publish a book about its historic
schools. A portion of the grant would cover time spent with students, teachers, and administrators to
develop a curriculum at individual schools
The CLG grant request is in the amount of $2,100 The grant program requires a 40% local match of
$1,400, for a total project cost of $3,500 The City's in-kind match of $1,400 would cover Planning
Department staff time and operating supplies The funds could be made available in February 2002,
and must be expended by May 2003 The Planning Department would use the grant funds to hire a
professionally qualified historic preservation consultant to conduct historical research and to prepare a
survey report and context study
The Historic Public Schools project will result in the documentation and local designation of 35-40
historic schools and will lay the groundwork for a nomination to the National Register This project is
consistent with the Historic and Cultural Landmarks Commission's stated goals of identifying yet-
undesignated historic resources in Fort Worth, providing public education for historic preservation, and
increasing local protection of historic resources.
