AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $7,450 FROM
THE AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING GRANT
APPLICATION TO NORTH TEXAS CLEAN AIR COALITION, MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL
PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2001-02 and in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants
Fund in the amount of $7,450 from the available funds for the purpose of funding grant application to North
Texas Clean Air Coalition.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent Iurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 14745 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict with
such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect upon adoption.

A COMMUNITY GRANT PROGRAM.
RECOMMENDATION
It is recommended that the City Council
Authorize the City Manager to submit a grant application to the North Texas Clean Air Coalition
(NTCAC) for a Community Grant Program, and
2. Authorize the City Manager to accept and execute the NTCAC grant contract, if awarded, and
3 Adopt the attached appropriation ordinance increasing estimate receipts and appropriations up to
$7,450 in the Grants Fund, subject to receipt of the funds
DISCUSSION
In 2001, the Environmental Management Department expanded its air quality program to include
elementary school students, teachers, and parents The Andy Airedale Air Quality Index Poster
program was funded by a grant from the NTCAC Six posters were created each identifying. the Air
Quality Index (AQI) colors and featuring the image of Andy Airedale
Lessons introduced students to air, air pollution watches/warnings, types of air pollution, the AQI chart,
and air pollution solutions Each lesson is correlated with the Texas Assessment of Knowledge & Skills
and was reviewed and approved by the Fort Worth Independent School District (FWISD)
In September 2001, this program was launched at a FWISD teacher in-service Currently 46 out of 73
FWISD elementary schools have had teachers trained and received poster sets and AQI charts This
program has also been introduced at the City's 14 libraries and 17 community centers in after school
and youth outreach programs
The City plans to use the money from this year's grant to create an activity book for students that would
enable the program messages to be reinforced in an educational and entertaining manner The activity
book would include coloring pages, puzzles, coloring the AQI chart, and other activities that would
remind students of the importance of air quality 25,000 activity books will be printed and distributed to
students

FISCAL INFORMATION/CERTIFICATION
The Finance Director certifies that upon approval of the above recommendations, adoption of the
attached appropriation ordinance, and receipt of the grant, funds will be available in the current
operating budget, as appropriated, of the Grants Fund
