AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS
IN THE MUNICIPAL AIRPORTS FUND IN THE AMOUNT OF $24,100 FROM
AVAILABLE ESCROW FUNDS FOR THE PURPOSE OF FUNDING THE CITY'S
MATCH FOR A GRANT FROM THE TEXAS DEPARTMENT OF
TRANSPORTATION (TXDOT) AVIATION DIVISION FOR A PLANNED AIRFIELD
UPGRADE PROJECT AT FORT WORTH SPINKS AIRPORT, MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL
PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2001-02 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Municipal Airports Fund in the amount of $24,100 from available escrow funds for the purpose of funding the
City's match for a grant from the Texas Department of Transportation (TxDOT) Aviation Division for a
planned airfield upgrade project at Fort Worth Spinks Airport.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remainuig provisions shall
be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 14745 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict with
such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect upon adoption.

SUBJECT RESOLUTION CERTIFYING THE AVAILABILITY OF -THE CITY'S SHARE OF THE
DESIGN AND ENGINEERING FOR A PLANNED AIRFIELD UPGRADE PROJECT AT
FORT WORTH SPINKS AIRPORT AND RELATED APPROPRIATION ORDINANCES
RECOMMENDATION
It is recommended that the City Council
1 Adopt the attached resolution certifying that $24,100 in City funds will be available as a 10% match
for a grant from the Texas Department of Transportation (TxDOT) Aviation Division in the amount of
$241,000 for the design and engineering for airfield infrastructure upgrades at Fort Worth Spinks
Airport; and
2 Authorize the City Manager to accept, if offered, a grant for the design and engineering for the
airfield improvements from TxDOT, and
3 Authorize the transfer of $24,100 from escrow funds to revenue in the Municipal Airports Fund, and
4 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations by
$24,100 in the Municipal Airports Fund from available escrow funds, and
5 Authorize the transfer of $24,100 from the Municipal Airports Fund to the Grants Fund for the City's
match, and
6 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations by
$265,100 in the Grants Fund, contingent upon receipt of the grant.
DISCUSSION
The TxDOT Aviation Division has notified the City that a grant is tentatively available to fund airfield
infrastructure improvements that would significantly enhance the airports operational capabilities The
upgrades include a 75,000 square foot terminal ramp extension, the installation of medium intensity
taxiway lights, and runway and taxiway overlay and re-striping These upgrades will enhance nighttime
flight operations, provide much needed additional ramp parking space, and ensure an extended life for
existing runway and taxiway surface areas
TxDOT has indicated that a grant for these projects will be available over three funding years on a
90/10 match basis The City's share for the design and engineering phase in FY2003 will be $24,100
The construction will be split into two phases beginning in FY2004 The estimated project cost in
FY2004 will be $654,000, with the City's share being $65,400 This will not need to be available until
March 2004 The second phase of construction is estimated to be $2,016,000, with the City's share
being $201,600 This will need to be available in March 2005 Additional approvals will be sought at
the appropriate time for the construction phases
