AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS
IN THE FORT WORTH HOUSING FINANCE CORPORATION FUND IN THE
AMOUNT OF $615,000 FROM AVAILABLE FUNDS FOR THE PURPOSE OF
FUNDING FINANCIAL ASSISTANCE WITH VILLAS OF EASTWOOD TERRACE
PROJECT, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES
IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2001-02 in the
Budget of the City Manager, there shall also be increased estunated receipts and appropriations rrr the Fort
Worth Housing Finance Corporation Fund in the amount of $615,000 from available funds for the purpose of
funding fmancial assistance wrth Villas of Eastwood Terrace Project.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdretion, such decrsron, opuuon or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which card remaining provisions shall
be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 14745 and all other ordinances and appropriations
amending the same except in those instances where the provrsions of this ordinance are in direct conflrct with
such other ordinances and approprrations, in which instance said conflicting provisrons of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect upon adoption.

SUBJECT AUTHORIZATION TO ENTER INTO A FINANCIAL ASSISTANCE AGREEMENT WITH
THE FORT WORTH HOUSING FINANCE CORPORATION FOR THE DEVELOPMENT
OF LOW AND MODERATE INCOME HOUSING
RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to execute a financial assistance agreement in the amount of $615,000
with the Fort Worth Housing Finance Corporation for the public purpose of the developr~~ent of low
and moderate income housing, and
2 Authorize the transfer of $315,000 in Years 25, 26 and 27 Community Development Block Grant
(CDBG) Program Income and $300,000 from Rental Rehabilitation Program Income to Fort Worth
Housing Finance Corporation, and
3 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Fort Worth Housing Finance Corporation Fund by $615,000
DISCUSSION
By separate instrument, the Fort Worth Housing Finance Corporation will consider a financial
assistance agreement with the Villas of Eastwood Terrace, LLC for gap financing needed to develop a
160 unit low and moderate income senior housing complex The project will be located in the 4700
block of East Berry Street.
The Villas of Eastwood Terrace, LLC was created by the Fort Worth Housing Finance Corporation
solely for the purpose of developing this project. The total development costs, including both hard and
soft costs, is $10,468,200 A Sources and Uses of Funds statement is attached for information
On March 26, 2002, the Fort Worth Housing Finance Corporation approved the issuance of tax exempt
multi-family revenue bonds in the amount of $9,660,000 As part of the financing requirements, the
Villas of East Terrace, LLC needs gap financing in the amount of $615,000 The shortfall in funding is
due in .part to recent increases in interest rates. and to design enhancements requested by the Fort
Worth Housing Finance Corporation Board
The proposed sources for the gap financing are as follows
CDBG Program Income $315,000
Rental Rehabilitation Program Income 300 000

Staff is proposing a no-interest financial assistance agreement with the Fort Worth Housing Finance
Corporation over a 15-year period A payment of $225,000 would be made to the City in August 2003,
upon completion of construction The balance of $390,000 would be payable during the 15-year term
If the Housing Finance Corporation authorizes the financial assistance agreement with the Villas of East
Terrace, LLC, the Housing Finance Corporation would hold a second lien position on the property
secured by a deed of trust.
This project is located in COUNCIL DISTRICT 5
FISCAL INFORMATION/CERTIFICATION
The Finance Director certifies that upon approval of the above recommendations and adoption of the
attached appropriation ordinance, funds will be available in the current operating budget, as appropriated,
of the Fort Worth Housing Finance Corporation Fund
