HomeMy WebLinkAboutOrdinance 15073a -+ a 3 Ordinance No. / ~ --~ AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $448,743 43 FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING PHASE II INFRASTRUCTURE IMPROVEMENTS IN THE POLYTECHNIC HEIGHTS EDUCATIONAL CORRIDOR, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS. SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2001-02 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $448,743 43 from available funds for the purpose of funding Phase II infrastructure improvements in the Polytechnic Heights Educational Corridor. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment Shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 14745 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. I ~ ~li// - ~~ City of Fort Worth, Texas Mayor and Council Communication DATE REFERENCE NUMBER LOG NAME PAGE 4/16/02 **G-13589 05REALLOCATE 1 of 3 suB~ECT REALLOCATION AND TRANSFER OF COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS FOR PHASE II INFRASTRUCTURE IMPROVEMENTS IN THE POLYTECHNIC HEIGHTS EDUCATIONAL CORRIDOR, AND ADOPTION OF RELATED APPROPRIATION ORDINANCE RECOMMENDATION It is recommended that the City Council authorize the City Manager to reallocate and transfer a total of $878,074 43 in Community Development Block Grant (CDBG) funds for Polytechnic Heights Educational Corridor (PHEC) Phase II Infrastructure Improvements as follows a) Reallocate $320,331 00 in CDBG Home Improvement Program (HIP) funds for PHEC Phase II Infrastructure Improvements, and b) Reallocate $109,000 00 in deobligated CDBG funds to PHEC Phase II Infrastructure Imp. ovements, and c) Transfer $448,743 43 in CDBG HIP income generated from home improvement loan repayments to PHEC Phase 11 Infrastructure Improvements, and d) Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $448,743 43 DISCUSSION The PHEC is a special targeted area for redevelopment, incorporating development envisioned in Texas Wesleyan University's Master Plan, physical improvements to the Polytechnic High School and William James Middle School, as approved by the Fort Worth Independent School District, and neighborhood improvements by the City The boundaries for the area include Beach Street on the west, Bishop Street on the east, Rosedale Street on the south, and the Union Pacific Railroad on the north During the Pre-Council meeting on March 2, 1999, staff made a presentation on the Redevelopment and Improvement Plan for PHEC The City Council supported the plan and the allocation of CDBG and Home Partnership Investment Program (HOME) funds to undertake these improvements The goal of the plan is to help stimulate and foster revitalization of the Polytechnic Heights community The plan includes infrastructure improvements (new water, sewer, streets, and traffic calming measures), housing rehabilitation and development, and landscape improvements City of Fort Worth, Texas Mayor and Council Communication 4116/02 **G-13589 05REALLOCATE 2 of 3 suB~ECT .REALLOCATION AND TRANSFER OF COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS FOR PHASE II INFRASTRUCTURE IMPROVEMENTS IN THE POLYTECHNIC HEIGHTS EDUCATIONAL CORRIDOR, AND ADOPTION OF RELATED APPROPRIATION ORDINANCE The infrastructure improvements were to be undertaken in two phases Phase I infrastructure improvements in PHEC include water, sewer, and street construction on Avenues B and D, and were completed in year 2000 The approved CDBG funding for Phase I was $650,000 00 The remaining balance is $267,739 90 The Engineering Department estimates that the total cost of Phase II for the PHEC infrastructure improvements is $1,145,814 33 for Avenues A, C, E, and Conner An additional $878,074 43 is needed to complete Phase {I infrastructure improvements in the PHEC Staff recommends reallocating CDBG funds from the following sources SOURCE AMOUNT Balance in the HIP for PHEC $320,331 00 Deobligated CDBG housing funds $109,000 00 CDBG income generated from home improvement loan repayments $448,743.43 TOTAL REALLOCATIONS AND TRANSFERS $878,074 43 The home improvement funds recommended for reprogramming have been availauie to the neighborhood since 1999 City staff and neighborhood association leaders have conducted extensive outreach to the residents including door-to-door visits to each home on three different occasions There is still a balance of $335,00 00 in federal HOME funds should a family seek assistance in the near future On March 19, 2002, the above proposal was endorsed by the Safety and Community Development Committee for approval by the City Council The PHEC area is located in COUNCIL DISTRICT 8 City of Fort Worth, Texas Mayor and Council Communication DATE 4/16/02 REFERENCE NUMBER **G-13589 LOG NAME 05REALLOCATE PAGE 3 of 3 SUBJECT REALLOCATION AND TRANSFER OF COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS FOR PHASE II INFRASTRUCTURE IMPROVEMENTS IN THE POLYTECHNIC HEIGHTS EDUCATIONAL CORRIDOR, AND ADOPTION OF RELATED APPROPRIATION ORDINANCE FISCAL INFORMATION/CERTIFICATION The Finance Director certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as appropriated, of the Grants Fund RR.k Submitted for City Manager's FUND ACCOUNT CENTER AMOUNT CITY SECRETARY Office by: (to) a) GR76 539120 005206127890 $320,331.00 Reid Rector 6140 b) GR76 539120 005206127900 $109,000.00 Originating Department Head: c) GR76 472091 005206127000 $300,000.00 c) GR76 488694 005206127000 $148,743.43 d) GR76 472091 005206127000 $300,000.00 d) GR76 488694 005206127000. $148,743 43 d) GR76 539120 005206127890 $448.743.43 Jerome Walker 7537 (from) .
