HomeMy WebLinkAboutOrdinance 1517308-01-02 A10 42 IN Ordinance No. ~ ~~ w AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE SPECIAL TRUST FUND IN THE AMOUNT OF $85,100 FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING A CONTRACT WITH LOONEY RICKS KISS, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2001-02 in the Budget of the City Manager, there shall also be increased estimated receipts and appropnations in the Special Trust Fund in the amount of $85,100 for the purpose funding a contract with Looney Ricks Kissa SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 14745 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said pnor ordinances and appropriations are hereby expressly repealed. J """\ ~ ~ 2c~ ~ . -~'~` City of Fort Worth, Texas Mayor and Council Communication DATE REFERENCE NUMBER LOG NAME PAGE 7/30/02 **C-19170 22LRK 1 of 3 SUBJECT ACCEPTANCE OF CONTRIBUTIONS FOR A CITYWIDE HISTORIC PRESERVATION PLAN, ADOPTION OF APPROPRIATION ORDINANCE, AND AUTHORIZATION TO EXECUTE A CONTRACT WITH LOONEY RICKS KISS FOR PREPARATION OF A HISTORIC PRESERVATION PLAN RECOMMENDATION It is recommended that the City Council Authorize the City Manager to accept contributions from multiple organizations for aCity-wide historic preservation plan, and 2 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations by $85,100 in the Special Trust Fund from available funds, and 3 Authorize the City Manager to execute a contract in an amount not to exceed $140,000 with Looney Ricks Kiss (LRK) to prepare the preservation plan DISCUSSION On March 5, 2002, the City Council informally authorized City staff to explore potential funding sources and issue a request for proposals to prepare aCity-wide historic preservation plan Mayor Kenneth Barr subsequently appointed a 28-member Steering Committee to oversee the preparation of the preservation plan The Mayor also appointed asix-member Consultant Selection Committee to evaluate proposals, interview prospective consultants, and select a preferred consultant. The Consultant Selection Committee received eight proposals from qualified consultants and interviewed the four that received the committee's highest ratings On the basis of those interviews, the Consultant Selection Committee unanimously selected LRK, in association with Urban Prospects, Marcel Quimby Architecture/Preservation, Christopher Bowers, and Pavlik and Associates, to prepare the preservation plan City staff has negotiated a detailed scope of work and would like to execute a contract in an amount not to exceed $140,000 The scope of services for this project will include three basic elements • Element 1 Summary of Preservation Context • Element 2 Analysis of Current Tools and Conditions • Element 3 Goals, Objectives and Strategies for Future Action On March 5, 2002, the City Council informally pledged the City to contribute $30,000 cash and $20,000 in-kind to this project. Greater Fort Worth Association of Realtors Society of Commercial Realtors Candleridge Homeowners Association $50,000 $ 1,000 $ 500 $ 500 $ 500 $ 500 $ 500 $ 250 $ 250 100 Total $54,100 The following organizations have pledged to contribute funds for the preservation plan Sid Richardson Foundation $25,000 National Trust for Historic Preservation $ 5,000 Downtown Fort Worth, Inc. $ 500 Fort Worth Chamber Foundation 500 Total $31,000 It is recommended that the City Council authorize the City Manager to accept these private contributions totaling $85,100 When added to the $50,000 committed by the City of Fort Worth, the total budget for the preservation plan thus far is $135,100 Of this total, $115,100 will be allocated toward the consultant contract, $15,000 for City staff time, and $5,000 for printing and other direct expenses. City staff will continue to pursue additional funding sources so as to permit the consultant to provide additional services such as attendance at additional meetings, the preparation of a brochure and a video, and other ongoing public education tools. City staff estimates the cost of these additional services not to exceed $24,900 For budgeting purposes, the proposed contract divides this project into two phases • Phase I consists of Elements 1 and 2, with an estimated cost of $42,620 This phase is to be funded with a portion of the contributions received to date • Phase II consists of Element 3, with an estimated cost of $72,480 for certain basic services, plus an amount not to exceed $24,900 for certain optional services as described in the contract. This phase is to be funded with the balance of contributions received to date, plus additional contributions that the City may receive and the City's cash contribution of $30,000, which is to be included in the proposed FY2002-2003 General Fund budget. ~> City of Fort Worth, Texas Mayor and Council Communication DA' 7/30/02 **C-19170 22LRK 3of3 SUBJECT ACCEPTANCE OF CONTRIBUTIONS FOR A CITYWIDE HISTORIC PRESERVATION PLAN, ADOPTION OF APPROPRIATION ORDINANCE, AND AUTHORIZATION TO EXECUTE A CONTRACT WITH LOONEY RICKS KISS FOR PREPARATION OF A HISTORIC PRESERVATION PLAN The consultant shall not proceed into Phase II without written authorization from the City Such authorization shall be based upon successful completion of Phase I, and the City's certification that sufficient funds are available to complete the second phase M/WBE -Looney Ricks Kiss (LRK) is in compliance with the City's M/WBE Ordinance by committing to 19% M/WBE participation on the overall consultant contract amount. The City's goal on this project is 10% FISCAL INFORMATION/CERTIFICATION The Finance Director certifies that upon approval of the above recommendations and receipt of the contributions, funds will be available in the amount of $85,100 in the current operating budget, as appropriated, of the Special Trust Fund for Phase I of the project.
