AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS
IN THE GRANTS FUND IN THE AMOUNT OF $273,280 FROM AVAILABLE
FUNDS FOR THE PURPOSE OF FUNDING REIMBURSEMENTS FROM THE
TEXAS DEPARTMENT OF TRANSPORTATION FOR THE ALTERNATIVE FUELS
PROGRAM, MAKING THIS ORDINANCE CUMULATNE OF PRIOR ORDINANCES
IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2001-02 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations m the Grants
Fund in the amount of $273,280 from available funds for the purpose of funding reimbursements from the
Texas Department of Transportation for the alternafive fuels program.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 14745 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict with
such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect upon adoption.

FOR FUNDING THE ALTERNATIVE FUELS PROGRAM
RECOMMENDATION
It is recommended that the City Council
Authorize the City Manager to execute a grant agreement with the Texas Department of
Transportation (TxDOT) to receive reimbursement for the purchase of 78 alternate fueled vehicles
for an amount not to exceed $273,280 00, and
2 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $273,280 00 from increased revenues over the next three-year period
DISCUSSION
The Dallas/Fort Worth metropolitan area is categorized as a nonattainment area for ozone As such,
the Clean Air Act Amendments of 1990 require the area to show control strategies that will reduce
hydrocarbon emissions Those strategies include the use of reformulated gasoline, more stringent
vehicle exhaust standards, evaporative controls, and the development and use of alternative fuels
In 1994, the City of Fort Worth initiated the use of propane-powered vehicles in the City's fleet.
Propane is an environmentally friendly, efficient, and clean burning fuel The City currently has 435
propane-powered vehicles During the first quarter of the current fiscal year, these vehicles used
approximately 39,250 gallons of propane, at a cost that averaged $0 35 per gallon less than regular
gasoline Unlike gasoline-powered vehicles, the propane-powered vehicles can be refueled without
restrictions on ozone alert days
In 2001, due to limited applications and availability of propane-powered vehicles, electric hybrid
vehicles were introduced into the City's fleet. The City currently has two electric hybrid vehicles, whose
monthly gas mileage has exceeded 47 miles per gallon The use of these alternate fuel vehicles helps
reduce emissions and improve air quality
TxDOT, through the Congestion Mitigation and Air Quality (CMAQ) Program, has been provided with
funds for the purchase and/or conversion of public sector fleet vehicles to alternative fuels Funds can
be used to reimburse up to 80% of the incremental additional cost of the purchase price of a new
alternative fuel vehicle, or conversion of an existing vehicle to operate on an alternative fuel, and up to
$3,000 00 toward the purchase of an electric hybrid vehicle
During fiscal years 2001 through 2003, the City anticipates purchasing a total of 60 propane-powered
light-duty trucks, 6propane-powered heavy-duty trucks, and 12 electric hybrid vehicles The additional
cost associated with purchasing these alternative fuel vehhicles is $341,600 00 Based on CMAQ
Program guidelines, the City is eligible to be reimbursed fo'r 80% of that cost, or $273,280 00
