AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS
IN THE GRANTS FUND IN THE AMOUNT OF $115,000 FROM AVAILABLE
FUNDS FOR THE PURPOSE OF FUNDING A VULNERABILITY ASSESSMENT
STUDY, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN
CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2001-02 m the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants
Fund m the amount of $115,000 from available funds for the purpose of fundmg a vulnerability assessment
study
SECTION 2.
That should any portion, section .or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opmion or judgment shall m no way unpair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 14745 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict with
such other ordinances and appropriations, mwhich instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect upon adoption.

VULNERABILITY ASSESSMENT FOR ALL WATER AND WASTEWATER SYSTEMS
RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to apply for and accept a Security Planning Grant from the U S
Environmental Protection Agency (EPA) in the amount of $115,000 for the purpose of conducting a
Comprehensive Vulnerability Assessment for all water and wastewater systems, and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund up to $115;000, subject to the receipt of the grant.
DISCUSSION
The EPA has received a supplemental appropriation from Congress to improve the safety and security
of the nation's water supply The EPA is providing funding of $115,000 for large drinking water utilities
for use iri the following areas
• Development of a Vulnerability Assessment
• Emergency Response/Operating Plans
• Security Enhancement Plans and Designs
On February 12, 2002 (M&C C-18956), the City Council approved a contract with CH2M Hill for
Comprehensive Vulnerability Assessment of the water system The total cost for this study is
$292,300 Acceptance of this grant from the EPA will help defray the cost to the City by $115,000
FISCAL INFORMATION/CERTIFICATION
The Finance Director certifies that upon approval of the above recommendations, receipt of the grant,
and adoption of the attached appropriation ordinance, funds will be available in the current operating
budget, as appropriated, of the Grants Fund
