AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS
IN THE GRANTS FUND IN THE AMOUNT OF $30,000 FROM AVAILABLE FUNDS
FOR THE PURPOSE OF FUNDING MINOR STORM DAMAGE REPAIR
ASSISTANCE TO LOW-INCOME HOUSEHOLDS, MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH, AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2001-02 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants
Fund in the amount of $30,000 for the purpose funding minor storm damage repair assistance to low-income
households.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 14745 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict with
such other orduiances and appropriafions, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect upon adoption.

FROM THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS TO
PROVIDE MINOR STORM DAMAGE REPAIR ASSISTANCE TO LOW-INCOME
HOUSEHOLDS, AND ADOPTION OF APPROPRIATION. ORDINANCE
RECOMMENDATION
It is recommended that the City Council
Authorize the City Manager to execute a contract with the Texas Department of Housing and
Community Affairs (TDHCA) in the amount of $30,000 to assist low-income households with
replacing vehicle windows, essential appliances, insurance deductibles, rental assistance (for short
term residency) and additional unmet needs, and
2 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $30,000 from available funds, and
3 Authorize the City Manager to waive indirect costs since no salaries are involved
DISCUSSION
On April 16, 2002, the most devastating of four tornadoes struck southeast Fort Worth Major damages
occurred on the south edge of the Handley area and in the Carver Heights area in the Jean Capers
Addition of Stop Six. The storm destroyed approximately six homes, caused major damages to more
than twenty-one, and minor damages to approximately ninety-nine homes
The Parks and Community Services Department requested funds from TDHCA to assist low-income
households, with limited or no insurance, with the replacement of vehicle windows, essential household
appliances (refrigerators and/or stoves), bedding and other minor household items Households must
meet the 100% Federal Poverty Income Guideline provided by TDHCA.
