HUD recently issued a competitive Notice of Fund Availability (SuperNOFA No 1) covering several HUD
programs, including $1,469,281 for the Housing Counseling Services program Local entities certified by
HUD as housing counseling agencies can apply for this funding, in an amount not to exceed $100,000

The City, through the Housing Finance Corporation and its other non-profit partners, administers an Infill
Housing Development Program in the central city, utilizing City-owned vacant properties and/or properties
acquired from private owners The objectives of this program are to make housing more affordable to
low-income families, revitalize neighborhoods, and return these properties to the tax roll.
The City also has a citywide Homeownership Program offering closing cost, down-payment assistance,
and soft second mortgages to make housing affordable to low-income families. Homeownership
counseling is a critical component of these programs and is required of all homebuyers Educational and
outreach programs, which are eligible activities under this grant, are particularly needed among low-
income, minority, and other underserved groups
The Housing Department has been providing outreach, intake, and homeownership counseling services
to potential homebuyers for six years Its focus is on first-time homebuyers Last year, more than 1,200
clients received housing counseling services The proposed number of clients to be served with this
grant is 1,325
The City's housing counseling program follows HUD's guidelines for housing counseling services It
includes intake and screening, homeownership training, counseling, referral, and follow-up The
components cover pre-purchase, pre-occupancy, post-occupancy, management and budget counseling,
short-term credit repair, and mortgage default counseling
