AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS
IN THE WATER CAPITAL PROJECT FUND IN THE AMOUNT OF $975,042 AND IN
THE SEWER CAPITAL PROJECTS FUND IN THE AMOUNT OF $745,396 FROM
AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING PAYMENT TO THE
TEXAS DEPARTMENT OF TRANSPORTATION FOR A CONGESTION
MITIGATION AND AIR QUALITY IMPROVEMENT PROJECT FOR WATER,
SANITARY SEWER, AND ROADWAY IMPROVEMENTS TO THE GRANDBURY
ROAD / WABASH AVENUE / TRAIL LAKE DRIVE SEMINARY DRNE
INTERSECTIONS, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH;
TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2001-02 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Water
Capital Projects Fund in the amount of $975,042 and in the Sewer Capital Project Fund in the amount of
$745,396 from available funds for the purpose of funding payment to the Texas Department of Transportation
for a Congestion Mitigation and Air Quality Improvement Project for water, sanitary sewer, and roadway
improvements to the Grandbury Road /Wabash Avenue /Trail Lake Drive Seminary Drive Intersections.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or Iudgment shall in no way impau
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 14745 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict with
such other ordinances and appropriafions, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect upon adoption.

DRIVE/SEMINARY DRIVE INTERSECTIONS
RECOMMENDATION
It is recommended that the City Council
1 Authorize the transfer of $1,720,438 00 from the Water and Sewer Operating Fund to the Water
Capital Project Fund in the amount of $975,042.00, and the Sewer Capital Project Fund in the
amount of $745,396 00, and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Water Capital Project Fund in the amount of $975,042.00, and the Sewer Capital Project Fund in
the amount of $745,396 00 from available funds, and
3 Authorize payment to the Texas Department of Transportation (TxDOT) in the amount of
$2,561,578 00 for a Congestion Mitigation and Air Quality (CMAQ) Improvement Project for water,
sanitary sewer, and roadway improvements to the Granbury Road/Wabash Avenue/Trail Lake
Drive/Seminary Drive intersections
DISCUSSION
On May 9, 1995 (M&C C-14802), the City Council authorized the execution of a CMAQ Improvement
Agreement with TxDOT ~in the amount of $280,000 00 for the Granbury Road/Wabash Avenue/Trail
Lake Drive/Seminary Drive intersections
On December 17, 1996 (M&C C-15822), the City Council authorized the execution of an engineering
services agreement with ANA Consultants, L.L.C to prepare the plans and specifications for the
intersection improvements
Water and Sewer Reconstruction
The Water Department has determined that the water and sanitary sewer lines within the project
area are seriously deteriorated and should be replaced City staff has discussed and coordinated
with TxDOT to combine the City's water and sewer relocation project into TxDOT's roadway
construction project. Based on these discussions, combining both projects has several advantages
that include minimizing disruption of construction and street closures in the residential
neighborhood, and a significantly shortened construction period
On May 10, 2001, the City staff received a letter from TxDOT, indicating acceptance of combining
the City's water and sewer relocation project into TxDOT's roadway construction project.
The City is responsible for 100% of the cost for the water and sewer relocation, or $1,720,438 00,
which will be funded by the Water Department.

Roadway Reconstruction
The roadway construction cost for this project is $4,186,025 00 Under the terms of the agreement
between TxDOT and the City of Fort Worth, TxDOT is responsible for 80% of the roadway
construction cost, or $3,366;392.00 The City is responsible for 20% of the roadway construction
cost of $855,140 00, for a total 20% City participation of $1,025,516 30 (partial payments totaling
$184,376 30 have already been made for this project)
Additional Project Funding
The remaining $745,516 30 balance due to TxDOT will come from two funding sources
• $362,669 00 was authorized in the $45 million Critical Capital Projects Funding Strategy in
December 2000, and
• The remaining $382,847 30 comes from the $4 4 million in state and federal project matches set
aside from the Surplus Special Assessment Paving Fund on May 9, 1995 (M&C C-14800)
On January 9, 2002, TxDOT authorized the project for construction TxDOT awarded the project fo the
low bidder, Jackson Construction, Ltd
Under the terms of the agreement, TxDOT is requesting the City's share of the project before
construction begins by the contractor

The Finance Director certifies that upon approval and completion of recommendation No 1, and
adoption of the attached appropriation ordinance, funds will be available in the current capital budgets,
as appropriated, of the Water and Sewer Capital Project Funds, the Critical Capital Projects Fund, and
the Street Improvements Fund
