AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS
IN THE GRANTS FUND IN THE AMOUNT OF $63,600 FROM AVAILABLE FUNDS
FOR THE PURPOSE OF FUNDING GRANT APPLICATION FOR MOBILE SOURCE
OUTREACH ASSISTANCE PROJECT, MAKING THIS ORDINANCE CUMULATIVE
OF PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2001-02 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants
Fund in the amount of $63,600 from available funds for the purpose of funding grant application for Mobile
Source Outreach Assistance Project.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, secfions, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 14745 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict with
such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect upon adoption.

RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to submit a grant application in the amount of $38,160 through the
Texas Natural Resource Conservation Commission (TNRCC) for the Environmental Protection
Agency (EPA) Mobile Source Outreach Assistance Program for the purpose of funding an education
project in the Environmental Management Department; and
2 Authorize the City Manager to accept and execute the TNRCC grant contract, if awarded, and
3 Authorize the use of a total of $25,440 in personnel services from the General Fund in FY2003 and
FY2004 as the City's in-kind match for this grant; and
4 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations for
FY2002-2003 up to $ 63,600 in the Grants Fund, subject to receipt of the funds
DISCUSSION
The EPA has appropriated funds for Mobile Source Outreach Assistance for FY2003 and FY2004 to
provide national support for community-based mobile source public education efforts Applications are
taken only from state air programs However, as partnerships are encouraged, the grant application
being submitted will list the TNRCC and the City of Fort Worth as partners for this project. The EPA will
award the funds to the TNRCC, and in turn, the TNRCC will issue a grant contract to the City for the
amount requested in the grant application
The Environmental Management Department proposes to impact environmental science and biology
classes in Tarrant County by creating an air quality education curriculum focusing on improving air
quality from mobile sources (i e , cars, trucks, etc.) and exploring the science of mobile emissions
through air monitoring The curriculum will be for high school students who make more transportation
choices in a day or week than most adults
The curriculum units will focus on air quality concerns that all communities face and give students a
"real world" look at air pollution and how their daily activities make an impact on their health and
environment. Students will monitor the air for ozone using air monitors loaned out by the department,
and data the students collect will be published on the City's web page
By reaching more than 15,000 high school students through this curriculum, the students, as well as
their teachers and parents, will become more aware of transportation choices and become advocates of
improving air quality
