AN ORDINANCE INCREASING ESTIMATED RECEII'TS AND APPROPRIATIONS
IN THE GRANTS FUND, IN THE AMOUNT OF $600,000 FROM AVAILABLE
FUNDS, FOR THE PURPOSE OF ENHANCING PUBLIC HEALTH PREPAREDNESS
AND BIOTERRORISM RESPONSIVENESS, MAKING THI5 ORDINANCE
CUMULATNE OF PRIOR ORDINANCES IN CONFLICT HEREWITH, AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2001-02 in the
Budget of the City Manager, there shall also beincreased estimated receipts and appropriations in the Grants
Fund, in the amount of $600,000 from available funds, for the purpose of enhancing public health
preparedness and bioterrorism responsiveness.
SECTION 2.
That should any pornon, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or~udgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumularive of Ordinance No. 14745 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict with
such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect upon adoption.

A CONTRACT WITH THE TEXAS DEPARTMENT OF HEALTH FOR A PUBLIC
HEALTH PREPAREDNESS AND BIOTERRORISM RESPONSE GRANT FOR JUNE 1,
2002, THROUGH AUGUST 31, 2003
Local health departments are required to assure that their needs assessments and plans are
coordinated with the plans of cities that have received funds for Metropolitan Medical Response System
(MMRS) development, as well as regional plans with other jurisdictions. Fort Worth is an MMRS
This initial grant covers a 15-month period from June 1, 2002, through August 31, 2003 The CDC has
indicated that the project period will continue through August 31, 2005
The funds will be used to expand computerized surveillance, enhance communications hardware, and
provide four positions
• An animal control officer for the surveillance of the animal population and education of animal
owners,
• A consumer health specialist for protection of the food supply;
• An epidemiologist to coordinate the Health Alert Network, and
• A public health nurse to disseminate public information, organize community response groups,
and serve on the disaster response team
FISCAL INFORMATION/CERTIFICATION
The Finance Director certifies that upon approval of the above recommendations, and adoption of the
attached appropriation ordinance, funds will be available in the current operating budget, as
appropriated, of the Grants Fund
