HomeMy WebLinkAboutOrdinance 15098_E ~. ~~ ~o~~ Ordinance No AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE WATER CAPITAL PROJECT FUND IN THE AMOUNT OF $292,280 AND THE SEWER CAPITAL PROJECT FUND IN THE AMOUNT OF $163,212 FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING AWARD OF CONTRACT TO STABILE & WINK, INC. FOR STREET RECONSTRUCTION, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2001-02 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Water Capital Project Fund in the amount of $292,280 and the Sewer Capital Project Fund in the amount of $163,212 from available funds for the purpose of funding award of contract to Stabile & Winn, Inc. for street reconstruction. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 14745 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. S-/~-O~ City of Fort Worth, Texas Mayor and Council Communication DATE REFERENCE NUMBER LOG NAME PAGE 5/14/02 **C-19085 30STREETS 1 of 3 suB~ECT APPROPRIATION ORDINANCE AND AWARD OF CONTRACT TO STABILE & WINN, INC FOR RECONSTRUCTION OF SANBORN AVENUE (SCOTT AVENUE TO EAST LANCASTER AVENUE), CAMILLA STREET (CONNER AVENUE TO SOUTH BEACH STREET), KOCH STREET (CONNER AVENUE TO SOUTH BEACH STREET), PARKDALE STREET (KOCH STREET TO DEAD END), AND SARGENT AVENUE (EAST LANCASTER AVENUE TO MEADOWBROOK DRIVEL RECOMMENDATION It is recommended that the City Council 1 Authorize the City Manager to transfer $455,492.00 from the Water and Sewer Operating Fund to the Water Capital Project Fund in the amount of $292,280 00, and the Sewer Capital Project Fund in the amount of $163,212 00, and 2 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Water Capital Project Fund in the amount of $292,280 00, and the Sewer Capital Project Fund in the amount of $163,212 00 from available funds, and 3 Authorize the City Manager to execute a contract with Stabile & Winn, Inc. in the amount of $1,843,904 00 for the reconstruction of Sanborn Avenue (Scott Avenue to East Lancaster Avenue), Camilla Street (Conner Avenue to South Beach Street), Koch Street (Conner Avenue to South Beach Street), Parkdale Street (Koch Street to dead end), and Sargent Avenue (East Lancaster Avenue to Meadowbrook Drive) with new concrete pavement including water and sanitary sewer improvements DISCUSSION s The 1998 Capital Improvement Program included funds for the reconstruction of Sanborn Avenue (Scott Avenue to East Lancaster Avenue), Camilla Street (Conner Avenue to South Beach Street), Koch Street (Conner Avenue to South Beach Street), Parkdale Street (Koch Street to dead end), and Sargent Avenue (East Lancaster Avenue to Meadowbrook Drive) The street improvements include 6- inch lime stabilized subgrade and 5-inch HMAG (hot mix asphaltic concrete) pavement, construction of standard concrete curb and gutter, and driveway approaches and sidewalks where shown on the plans The Water Department has determined that the severely deteriorated water and sanitary sewer lines should be replaced prior to street reconstruction Bids were received on two alternates Alternate "A" is for 5-inch HMAC over 6-inch subgrade with lime stabilization, and Alternate "B" is for 6-inch concrete with 6-inch lime stabilized subgrade After review of all the bid proposals, staff recommends Alternate "A" for construction City of Fort Worth, Texas Mayor and Council Communication DATE REFERENCE NUMBER LOG NAME - PAGE 5/14/02 **C-19085 30STREETS 2 of 3 SUBJECT APPROPRIATION ORDINANCE AND AWARD OF CONTRACT TO STABILE & WINN, INC FOR RECONSTRUCTION OF SANBORN AVENUE (SCOTT AVENUE TO EAST LANCASTER AVENUE), CAMILLA STREET (CONNER AVENUE TO SOUTH BEACH STREET), KOCH STREET (CONNER AVENUE TO SOUTH BEACH STREET), PARKDALE STREET (KOCH STREET TO DEAD END), AND SARGENT AVENUE (EAST LANCASTER AVENUE TO MEADOWBROOK DRIVE) The project was advertised for bid on January 31 and February 7, following bids were received Total Amount Bid Alternate "A" Bidder (Asphalt Pavement) Stabile & Winn, Inc. $1,843,904.00 SRO General Contracting, Inc. $1,844,500 00 J L. Stabile & Winn, Inc. identified several subcontracting ,and supplier opportunities.
