AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS
IN THE NEW EQUIPMENT PURCHASES FUND IN THE AMOUNT OF $69,500
FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING THE CITY'S
MATCH TO THE FEDERAL AVIATION ADMINISTRATION GRANT (NO 3-48-
0296-15-01) FOR FEDERAL ASSISTANCE AT FORT WORTH ALLIANCE AIRPORT
FOR THE PURCHASE OF AN AIRCRAFT RESCUE AND FIRE FIGHTING (ARFF)
VEHICLE, PROVIDING A SEVERABILITY CLAUSE MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR
ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2001-2002 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the New
Equipment Purchases Fund in the amount of $69,500 from available funds for the purpose of funding the
City's match to the Federal Aviation Administration Grant (No. 3-48-0296-15-01) for Federal assistance at
Fort Worth Alliance Airport for the Purchase of an Aircraft Rescue and Fire Fighting (ARFF) vehicle.
SECTION 2.
That should any portion, section or part of a section of this severability clause be declared invalid, inoperative
or void for any reason by a court of competent~iirisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions
shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 14745 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict with
such other ordinances and appropriations, in which mstance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect upon adoption.

RELATED APPROPRIATION ORDINANCE
RECOMMENDATION
It is recommended that the City Council
Authorize the City Manager to execute a grant agreement amendment to increase the amount of
Federal Aviation Administration (FAA) Grant No 3-48-0296-15-01 from $517,731 to $1,070,186 for
the purchase of an aircraft rescue and fire fighting (ARFF) vehicle and the upgrade of various
airfield lighting and markings, and
2 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
New Equipment Purchases Fund by $69,500 to be obtained through the City's Equipment Note
program approved on February 9, 1999, (M&C G-12462) by Ordinance No 13701, and
3 Authorize the transfer of $69,500 from the New Equipment Purchases Fund to the Grants Fund for
the City's match of 10% for the purchase of an ARFF vehicle, and
4 Authorize the use of land credits in the amount of $37,520 for the City's in-kind local match of 10%
for the airfield lighting and markings upgrade
DISCUSSION
On September 18, 2001 (M&C G-13379), the City Council authorized the City Manager to apply for and
accept amulti-year grant from the FAA in the amount of $1,070,186 for the purchase of an ARFF
vehicle and to upgrade various airfield lighting and markings at Fort Worth Alliance Airport. The Mayor
and Council Communication also authorized the use of land credits to satisfy the City's 10% match
requirement for the entire grant. In the same Mayor and Council Communication, the City Council
approved an appropriation ordinance increasing estimated receipts and appropriations in the Grants
Fund by $1,189,096
On September 21, 2001, the FAA issued the first phase of the multi-year grant in the amount of
$517,731 The FAA is now offering the second phase of the grant in the amount of $552,455, bringing
the total amount available to $1,070,186
The ARFF vehicle is estimated to cost $695,000, and the airfield lighting and markings upgrade is
estimated to cost $375,186
It is now proposed that funds in the amount of $69,500 from the Fire Department, New Equipment
Purchases Fund be used to satisfy the City's match requirement for the ARFF vehicle Land credits in
the amount of $37,520 will be used to satisfy the 10% requirement for the airfield lighting and markings
upgrade portion of the grant.
