AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE GRANTS FUND IN THE AMOUNT OF $500,000, SUBJECT TO RECEIPT OF THE
GRANT FROM THE U S ECONOMIC DEVELOPMENT ADMINISTRATION, FOR THE
PURPOSE OF FUNDING RENOVATIONS OF THE ELEMENTARY SCHOOL ON THE
HISTORIC JAMES E. GUINN SCHOOL CAMPUS; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING
AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2004-2005 and
in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Grants Fund in the amount of $500,000, subject to receipt of the grant from the U S Economic
Development Administration, for the purpose of funding renovations of the Elementary School on the historic
James E. Guinn School campus
SECTION 2
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 16061 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed
SECTION 4
This ordinance shall take effect upon adoption

Authorization to Apply for and Accept a Grant of $400,000 from the U S Economic Development
Administration for Stabilization, Roof Replacement and Architectural Fees to Begin Renovation of
the Elementary School on the Historic James E. Guinn School Campus
RECOMMENDATION:
It is recommended that the City Council:
1 Authorize the City Manager to submit a proposal and if the proposal is accepted, submit an application
to the U S Economic Development Administration (EDA) for a grant in the amount of $400,000 to replace
the roof, stabilize the exterior walls and pay for architectural fees to begin the process of renovation of the
elementary school on the historic James E. Guinn School campus,
2. Authorize the City Manager to accept such grant, if awarded, and execute a grant agreement with EDA,
contingent upon the City's ability to provide 20% ($100,000) of the total project cost, estimated to be
$500, 000;
3 Adopt the appropriation ordinance increasing estimated receipts and appropriations in the Capital
Projects Reserve Fund by $100,000 from available funds,
4 Authorize the transfer of $100,000 from the Capital Projects Reserve Fund to the Grant Fund, and;
5 Adopt the appropriate ordinance increasing estimated receipts and appropriations in the Grants Fund
by $500,000 upon receipt of the grant.
DISCUSSION•
In May 1998, the EDA awarded the City of Fort Worth a $1.9 million grant to renovate the Middle School on
the historic James E. Guinn School campus. The grant agreement with EDA stipulated that the City of Fort
Worth would restore all three buildings on the campus. The Middle School reconstruction was completed in
April 2001 and is the permanent home of the Fort Worth Business Assistance Center (BAC).
In January 2000, the City accepted a $1,202,500 Economic Development Initiative grant from the U S
Department of Housing & Urban Development (HUD) for renovation of the former gym and industrial arts
building on the Guinn campus. Construction of that project was completed in March 2004 and is occupied
by TECH Fort Worth technology business incubator
The City has received an invitation from EDA to submit a proposal for grant funds to stabilize the exterior
walls, replace the roof and pay for architectural fees to design the renovation of the elementary school
building This will prevent the building from further deterioration and allow for an accurate reconstruction
cost estimate.

The elementary school is the oldest and smallest of the three buildings (approximately 9,880 square feet on
two floors) and the most representative in architectural character of the original 1917 structure. The
elementary school fronts East Rosedale and is the location of the historic marker on the campus. The
building is collapsing in many areas and is open to the elements. Most areas of the wood floor on the
second story are unsafe, as is the roof, due to rotten or collapsed floor and roof joists. Immediate remedial
work is needed before the structure deteriorates beyond repair
The proposed use of the building is for classroom training, conference and meeting room space. The space
would be offered to BAC and TECH Fort Worth incubator tenants, clients and the community
The EDA has agreed to allow recent City expenditures to close and paint the window openings of the
building and previous costs for environmental remediation toward our local match for this grant.
This property is located in COUNCIL DISTRICT 8.
FISCAL. INFORMATION/CERTIFICATION.
The Finance Director certifies that upon approval of the above recommendations and adoption of
the appropriation ordinance, funds will be available in the current capital budget, as appropriated, in the
Grant Fund.. The balance of the Capital Projects Reserve Fund after this transfer will be $1,769,258 The
fiscal year end cash balance at this time is projected to be $1,787,442.
