HomeMy WebLinkAboutOrdinance 14500Ordinance No ~ / ~©Q AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $200,000 SUBJECT TO THE RECEIPT OF THE FUNDS FROM THE UNITED STATES ENVIRONMENTAL PROTECTION AGENCY FOR THE PURPOSE OF FUNDING THE BROWNFIELDS ECONOMIC REDEVELOPMENT PROGRAM, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS. SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 2000-01 and in the Budget of the City Manager, there shall also be increased estunated receipts in the Grants Fund in the amount of $200,000 subject to the receipt of the funds from the United State Environmental_Protecfion Agency for the purpose of funding the Brownfields Econormc Redevelopment Program. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way unpair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 14286 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, m which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect and be in full force after the date of its passage, and it is so ordained. APPROVED AS TO FORM AND LEGALITY ~~~~ ~~ Assistant City Attorney Date ~.,_,~~_ ~ o. 2av,~ Adopt 3 aai Effec ' e City of Fort Worth, Texas ~1-~A~ar And aunc~l oi»mun~cAt~an C C DATE REFERENCE NUMBER LOG NAME PAGE 1/30/01 **G-13141 52GRANT 1 of 2 SUBJECT GRANT APPLICATION FOR BROWNFIELDS ECONOMIC REDEVELOPMENT PROGRAM RECOMMENDATION It is recommended that the City Council Authorize the City Manager to apply for and accept grants, if awarded, from the United States Environmental Protection Agency (EPA) in the amount of $150,000 for the Brownfields Economic Redevelopment Program, and $50,000 for Greenspace Development; and 2 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations up to $200,000 in the Grants Fund subject to the receipt of the funds DISCUSSION In 1999, the United States Environmental Protection Agency awarded the City of Fort Worth a $200,000 grant to implement a program to address remediation of inner City properties that are designated as "brownfields" areas The City of Fort Worth`s Brownfields Economic Redevelopment Program (FWBERP) promotes cleanup and redevelopment of qualifying brownfields sites through identification and assessment of real or perceived contamination The program covers all of Fort Worth but focuses on City Council Districts 2, 5, and 8 In the first year of the City's brownfields program, 223 potential candidates for redevelopment were identified More than 70% of the identified sites are located in the targeted City Council districts This grant application is for the renewal period October 1, 2001, through September 30, 2003 The goals for FWBERP during 2001-2003 include assessment and redevelopment of sites already identified The monies from the Greenspace grant could be used for the design, maintenance, and utilization of such projects as the proposed LaGrave Field, proposed conversion of a former landfill at Gateway Park into a .public golf course, a proposed park in the Alamo Heights neighborhood, or re-establishment of Hyde Park.
