AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THEGRANTS FUND IN THE AMOUNT OF $1,000,000 00 SUBJECT TO THE RECEIPT
OF THE GRANT FROM THE TEXAS PARKS AND WILDLIFE DEPARTMENT FOR THE
PURPOSE OF FUNDING THE DEVELOPMENT OF THE WEST COMMUNITY PARK,
PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THE ORDINANCE CUMULATIVE
OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT
HEREWITH, AND' PROVIDING AN EFFECTIVE DATE
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 00-01 and in
the Budget of the City Manager, there shall be increased receipts and appropriations in the Grants Fund in
the amount of $1,000,000 00 subject to the receipt of the grant from the Texas Parks and Wildlife Department
for the purpose of funding the development of West Community Park.
SECTION 2
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for
any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 13886 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict with
such ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances
and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so
ordained.

SUBJECT AUTHORIZE A GRANT APPLICATION TO THE TEXAS PARKS AND WILDLIFE
DEPARTMENT FOR THE WEST COMMUNITY PARK
RECOMMENDATION
It is recommended that the City Council
Authorize the City Manager to submit a grant application to the Texas Parks and Wildlife
Department in the amount of $500,000 for matching funds for the West Community Park, and
2 Authorize the use of land, valued at $500,000, to be used as an in-kind City match if the grant is
awarded, and
3 Adopt the attached appropriation ordinance increasing the estimated receipts and appropriations in
the Grants Fund by $1,000,000, and
4 Adopt the attached resolution authorizing the City Manager to sign the grant application and act as
the City's representative in all matters related to the grant.
DISCUSSION
The Parks and Community Services Department (PACSD) is preparing a grant application to the Texas
Parks and Wildlife Department to obtain matching funds for the development of the West Community
Park located in COUNCIL DISTRICT 7
The 1986 Capital Improvement Program (CIP) allocated $500,000 for the acquisition of West
Community Park, and the 1998 CIP allocated $200,000 for its development
On July 6, 1999 (M&C G-12601), the City Council authorized the reprogramming of the 1986 CIP funds
designated for acquisition of a community park to develop the West Community Park. This brings the
amount currently available for park development to $700,000
This reprogramming of the 1986 CIP funds occurred because it was determined that a portion of a large
tract of land currently owned by the City would be suitable for a community park site and dedication as
park land This property is currently owned by the Water Department and is located in an area
bounded by Heron Drive and Lake Worth on the north, Las Vegas Trail on the east, Silver Creek Road
on the south, and the Jim Wright Freeway to the southeast.
Upon' authorization by the City Council, the PACSD will apply to the Texas Parks and Wildlife
Department's Texas Recreation Grants in Aid Program for a grant to be used for park development.
The grant-in-aid is a fifty percent local share and fifty percent state share program !t is anticipated that
the total grant amount will be for $1,000,000 with the local share being $500,000 (the land transfer will
be used as the local match) This grant amount is the maximum allowable under the Texas Parks and
Wildlife `Department program If the grant is awarded, the City Council will be requested to dedicate the
propei-ty,as park land

While the capital needs for this project will be addressed though existing CIP funds and proposed grant
funding, an impact on the General Fund budget is anticipated once the project is complete Present
estimates indicate that the annual operating cost would be $106,000, while producing an annual
revenue of $31,000
On January 16, 2000, the Parks and Community Services Advisory Board approved staff's
recommendation for submission of the proposed grant
FISCAL INFORMATION/CERTIFICATION
The Finance Director certifies that upon approval and execution of the above recommendations, and
receipt of the grant, funds will be available in the current operating budget, as appropriated, of the
Grants Fund
