Home My WebLink AboutOrdinance 14702.,L. ...; - -- .., ., Ordinance No `1" I ~ AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $85,000 UPON RECEII'T OF THE GRANT FROM THE TEXAS DEPARTMENT OF TRANSPORTATION FOR THE PURPOSE OF FUNDING THE INSTALLATION OF AN AUTOMATED WEATHER OBSERVATION SYSTEM AT SPINKS AIRPORT, MAKING THIS ORDINANCE CUMULATNE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTNE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS. SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 2000-01 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in Grants Fund in the amount of $85,000 upon receipt of the grant from the Texas Department of Transportation for the purpose of funding the installation of an automated weather observation system at Spinks Airport. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, secfions, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 14286 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect upon adoption. Authorize the City Manager to accept, if offered, a grant from the Texas Department of Transportation for an Automated Weather Observing System in the amount of $63,750, and 3 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Capital Projects Reserve Fund in the amount of $21,250, and 4 Approve the transfer of $21,250, which represents the City's 25% matching share, from the Capital Projects Reserve Fund to the Grants Fund, contingent upon receipt of the grant from the Texas Department of Transportation, and {5~'Adopt'the'attached appropriation ordinance increasing estimated receipts and appropriations in the? L Grants~Fund~by $85,000 from available funds contingent upo`n_receipt of the grant agreement: DISCUSSION The Texas Department of Transportation, Aviation Division has notified the City that Fort Worth Spinks Airport has tentatively been scheduled to receive an Automated Weather Observing System (AWOS) The AWOS would significantly enhance the airport's operational capabilities and the ability to increase its corporate and small charter development potential Currently, pilots must use weather reports from Meacham International Airport when filing fight plans This is often unreliable since the weather conditions at both airports are not always the same Also, the AWOS is required before small charter operations using aircraft with 30 seats or fewer can use the airport. The Texas Department of Transportation has offered the City a grant for the purchase of the AWOS system on a 75/25 split basis The City's 25% share is $21,250, with the total installation cost being $85,000 Sufficient funds are available in the Capital Projects Reserve Fund and could be transferred to the Grants Fund for this expenditure City of Fort Worth, Texas ~11~A~a~ And aunc~l an~~rtun~cAt~ian ~ C C DATE REFERENCE NUMBER LOG NAME PAGE 7/17/01 G-13314 55AWOS 2 of 2 SUBJECT RESOLUTION CERTIFYING THE AVAILABILITY OF THE CITY'S SHARE OF THE INSTALLATION COSTS FOR AN AUTOMATED WEATHER OBSERVING SYSTEM (AWOS) AT FORT WORTH SPINKS AIRPORT AND RELATED APPROPRIATION ORDINANCES This grant is different from most grants in that the actual purchase and installation of the AWOS will be performed by the Texas Department of Transportation The City will provide its 25% matching amount ($21,250) to the state However, after the system is installed, the City of Fort Worth will retain ownership of the asset.
