AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROl'IZIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $84,000
FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING A GRANT
EXTENSION FROM THE TEXAS DEPARTMENT OF HEALTH FOR THE
ANIMAL BITE REDUCTION PROGRAM, PROVIDING FOR A SEVERABILTTY
CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT
HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for the Fiscal Year 2000/01 and in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Grants Fund in the amount of $84,000 from available funds for the purpose of funding a grant extension from the
Texas Department of Health for the Animal Bite Reduction Program.
SECTION 2.
~ Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any
reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the
remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and
remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 14286 'and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict with
such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances
and appropriations are hereby expressly repealed. _
SECTION 4.
This ordinance shall take effect upon adoption.

RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to apply for and, if offered, accept a grant extension from the Texas
Department of Health (TDH) for the Animal Bite Reduction Program, and
2 Adopt the attached appropriation ordinance increasing appropriations and estimated receipts in the
amount of $84,000 from available funds, and
3 Waive the current indirect cost rate of 27 31 % due to the highly competitive nature of the grants
DISCUSSION
On April 4, 2000 (M&C G-12875), the City Council authorized the application and acceptance of a grant
for innovative projects from the Texas Department of Health A $168,849 00 grant was awarded to the
Public Health Department for the Animal Bite Reduction Program This grant contract began on July 1,
2000, and will expire August 31, 2001 The Public Health Department is requesting that the City
Council approve a request to the TDH to extend the Animal Bite Reduction Program until February 28,
2002 The deadline to submit the extension proposal is May 2, 2001
The Animal Bite Reduction Program seeks to lower the number of animal bites to City residents through
the identification of bite victims and animal owners using the Geographic Information System (GIS)
surveillance system Data for the first nine months is being analyzed, and a preventive social marketing
intervention program has begun An extension of this grant for six months will enable the Animal
Control team to continue the community education intervention activities initiated under the original
grant The evaluation period would then be based on a full year's activities, rather than only six months
as provided in the original grant
FISCAL INFORMATION/CERTIFICATION
The Finance Director certifies that upon acceptance and execution of the grant contract and adoption of
the attached appropriation ordinance, funds will be available in the current operating budget, as
appropriated, of the Grants Fund
