Ordinance No
AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANTS FUND IN THE AMOUNT OF $225,000 SUBJECT TO THE RECEIPT OF THE GRANT
FROM THE TEXAS DEPARTMENT OF HEALTH FOR THE PURPOSE OF FUNDING 1NNOVATNE
HEALTH RELATED PROGRAMS TARGETING CHILDREN AND PUBLIC HEALTH, MAKING
THIS ORDINANCE CUMULATNE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR
ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTNE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 2000-01 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of
$225,000 subject to the receipt of the grant from the Texas Department of Health for the purpose of funding innovative health
related programs targeting children and public health.
SECTION 2.
Should any pornon, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a
court of competent Jurisdicfion, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or
parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 14286 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriafions are hereby expressly
repealed.

SUBJECT APPROPRIATION ORDINANCE AND GRANT APPLICATION TO THE TEXAS
DEPARTMENT OF HEALTH FOR INNOVATION GRANTS
RECOMMENDATION
It is recommended that the City Council
Authorize the City Manager to apply for and, if offered, accept grants from the Texas Department of
Health (TDH) for innovative projects targeting children and public health, and
2 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund in the amount of $225,000, and
3 Waive the current indirect cost rate of 27 31 % due to the highly competitive nature of the grants.
DISCUSSION
The TDH is making available approximately $8 4 million in grants for up to 30 innovative projects
targeting children and public health Grant requirements were identified in a formal request for
proposals sent on March 2, 2001 The deadline to submit proposals is May 2, 2001 Contracts are
expected to begin around July 1, 2001, or later Funding will be awarded in three areas as follows.
• For developing and demonstrating cost effective prevention and intervention strategies for
improving public health outcomes, and
• To local communities addressing disparities in health of minority populations, and
• To local communities for essential public health services.
The state is looking for innovative projects that can be replicated throughout Texas and demonstrate
quantifiable health improvements.
The Public Health Department is seeking approval to move forward in applying for these grant funds
• Risk Factors Associated with the Relinquishment of Doas and Cats to the Fort Worth Animal
Care and Control Center
This proposal will be directed at identifying animal behavior and household characteristics
associated with the relinquishment of dogs and cats to the Animal Care and Control Center
Additionally, the proposal will incorporate the use of Geographical Information Services (GIS) to
identify areas with the highest proportion of relinquishment. The Animal Services Division will
design an intervention program directed at the identified population and behaviors to reduce the
number of surrendered dogs and cats and promote commitment to lifelong care for pets.

A survey instrument will be developed to find out why people relinquish their animals to the
shelter The data will be analyzed and a preventive intervention program will be developed to
encourage lifelong commitment to their pets, since there are people who acquire dogs each
year or replace their pets at will This project is estimated to cost $150,000
• Disease Transmission by Ticks in the City of Fort Worth and Surrounding Municipalities in
Tarrant County
The proposal will involve collection and shipment for testing of ticks taken from dogs at animal
shelters in the City of Fort Worth and surrounding municipalities in Tarrant County The
proposal will incorporate the use of GIS to identify concentrations of ticks and develop social
marketing interventions to educate pet owners on tick control and disease transmission
Staff will evaluate the location of disease-bearing ticks in the City by using the GIS surveillance
system to identify target areas, and then develop an intervention program for pet owners. This
is needed since ticks are blood-feeding external parasites that cause tick-borne pathogens
including lyme disease, ehrlichiosis, babesios, and Rocky Mountain spotted fever This project
is estimated to cost $75,000
FISCAL INFORMATION/CERTIFICATION
The Finance Director certifies that upon acceptance and execution of these grant contracts, and
adoption of the attached appropriation ordinance, funds will be available in the current operating
budget, as appropriated, of the Grants Fund
