AN ORDINANCE INCREASING THE ESTIMATED RECEII'TS AND APPROPRIATIONS IN THE
ENVIRONMENTAL MANAGEMENT PROJECT FUND IN THE AMOUNT OF $400,000 FROM
AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING AN ENVIRONMENTAL ENGINEERING
SERVICES CONTRACT TO IT CORPORATION, MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH,
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the vanous City departments for the Fiscal Year 2000-01 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in the Environmental Management
Project Furid in the amount of $400,000 from available funds for the purpose of funding an environmental engineering service
contract to IT Corporation.
SECTION 2.
Should any portion, secrion or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a
court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or
parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 14286 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect upon adoption.

SUBJECT AWARD OF ENVIRONMENTAL ENGINEERING SERVICES CONTRACT TO THE IT
CORPORATION
RECOMMENDATION
It is recommended that the City Council
1 Approve the transfer of $400,000 from the Environmental Management Operating Fund
undesignated to undesignated engineering within the Environmental Project Fund, and
2 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Environmental Management Project Fund in the amount of $400,000 from available funds, and
3 Authorize the City Manager to execute a contract with the IT Corporation for environmental and
engineering consulting services for miscellaneous projects on an as-needed basis for a period of
one year, with two one-year options to renew
DISCUSSION
The City's compliance with state and federal environmental regulations for the Clean Air Act, hazardous
waste issues, National Pollutant Discharge Elimination System, Storm Water permit issues, the City's
storage tank remediation program and other environmental issues requires various projects to be
completed in a timely manner To facilitate the City's compliance, the services of a consulting
engineering firm (with experience in environmental issues) are required
The City has contracted for environmental engineering services since 1989 Through 1997, some
$1,959,565 was spent on various remediations and replacing of City-owned underground storage tanks
with above ground storage tanks to bring the City into compliance with state and federal regulations. In the
past three years, $443,760 was spent for groundwater monitoring at previously contaminated sites, site
assessments, corrective action plans, and reviews of various structural storm water management devices
Projects planned for the next year include monitoring activities at previously contaminated sites, site
assessments, Spill Prevention Control and Countermeasure Plan review and certification, remediation
system designs, corrective action plans, air modeling, air sampling, development of air quality
attainment strategies at airports, coordination with the state to develop clean-up strategies and
requirements, and reviews of various structural flood control devices
The request for qualifications was advertised for bid on February 8 and 15, 2001 On March 1, 2001,
responses were received from the following five firms

• Environmental Managers, Inc
• IT Corporation
• Law Gibb Group
• OES Environmental, Inc.

The qualifications packages were evaluated based on apre-determined combination of qualitative and
quantitative (point) measures These measures included, but were not limited to, experience,
qualifications, and legal history Based on the total point distribution of the measures and fair pricing
rates, staff recommends the contract be awarded to the IT Corporation IT Corporation has broad
environmental experience that includes the strongest in-house air-related staff -Their key local staff has
12 to 18 years of air-related work history, and nationwide they have even more experience IT
Corporation has two local offices and numerous nationwide offices that may be relied upon for
additional expertise as necessary Experience with air issues is of vital importance to the City because
of the air issues associated with the State Implementation Plan In addition, IT Corporation's prior work
history with the City was exemplary as they complied with all contract requirements, met deadlines,
were cost effective, and were responsive to service requests
RENEWAL OPTIONS -This contract may be renewed for up to two successive one-year terms at the
City's option Renewal may be effected by notice in writing by the City Manager or his designated
representative to the contractor within 30 days of the expiration of the prior term This action does not
require specific City Council approval, provided that the City Council has appropriated sufficient funds
to satisfy the City's obligations during the renewal term
A waiver of the goal for M/WBE subcontracting requirements was requested by the department and
approved by the M/WBE Office because the highly technical nature of the services is from sources
where subcontracting and supply opportunities are negligible
FISCAL INFORMATION/CERTIFICATION
The Finance Director certifies that upon approval of the above recommendations, and adoption of the
attached appropriation ordinance, funds will be available in the current budget, as appropriated, of the
Environmental Project Fund
