HomeMy WebLinkAboutOrdinance 14708'- r. 3 Ordinance No. `~'7~ O AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE SEWER CAPITAL PROJECT FUND IN THE AMOUNT OF $288,988 FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING AN AGREEMENT WITH ROOTS-DRESSER, INC., FOR BLOWER REPAIR AT THE VILLAGE CREEK WASTEWATER TREATMENT PLANT, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS. SECTION 1 That in addition to those amounts allocated to the vanous City departments for the Fiscal Year 2000-01 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations m Sewer Capital Project Fund in the amount of $288,988 from available funds for the purpose of fundmg an agreement with Roots-Dresser, Inc., for blower repair at the Village Creek Wastewater Treatment Plant. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdicfion, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 14286 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Sewer Capital Projects Fund in the amount of $288,988 from available funds, and 3 Authorize the City Manager to execute a contract with Roots-Dresser, Inc. in the amount of $275,238 for the rebuilding of two centrifugal blowers at the Village Creek Wastewater Treatment Plant. DISCUSSION The Village Creek Wastewater Treatment Plant (VCWWTP) uses a biological process to treat wastewater The bacteria that are used in this process must have oxygen to survive This oxygen is provided using centrifugal blowers that blow air into pipes and then through diffusers in the aeration basins where the bacteria exist. Survival of the bacteria is crucial in ensuring that the VCWWTP can treat wastewater to a sufficient degree, making it safe to discharge into the environment. Two of the blowers that provide the required air are at the end of their useful life Both of these blowers were installed when the VCWWTP was first constructed in the early 1960's Both have in excess of 180,000 hours of run time and have been overhauled numerous times over the years In lieu of purchasing two new blowers (or one blower with the same capacity), the manufacturer, Roots-Dresser, Inc. has proposed to rebuild these existing blowers at a significant cost savings The proposed cost to rebuild the blowers is $137,619 each, or a total cost of $275,238 In comparison, the uninstalled cost to purchase a single blower with the same output is $765,000 Installation, including engineering and construction, would push the cost of a new blower to well over $1 million On March 21, 2000 (M&C P-9046), the City Council authorized the execution of a renewable annual contract with the sole source provider, Roots Division, Dresser Equipment Group, Inc., for annual maintenance of the electric air blowers at the VCWWTP All the blowers at the VCWWTP are manufactured by Roots-Dresser, Inc. The Roots Division, Dresser Equipment Group, Inc. is the original manufacturer and the documented sole source supplier for Roots-Dresser equipment.
