AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
COMMERCIAL PAPER WATER FUND IN THE AMOUNT OF $843,579.50 FROM AVAILABLE
FUNDS FOR THE PURPOSE OF FUNDING A CONTRACT WITH S. L. SIBERT, COMPANY FOR
THE CONSTRUCTION OF THE HERON ROAD WEST WATER LINE, MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN
CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City deparkments for the Fiscal Year 2000-01 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in Commercial Paper Water Fund in the
amount of $843,579.50 from available funds for the purpose of funding a contract with S. L. Sibert, Company for the
Construction of the Heron Road West water line.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections,
or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 14286 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect upon adoption.

RECOMMENDATION
It is recommended that the City Council
1 Authorize the transfer of $843,579 50 from the Lake Worth Infrastructure Escrow Account to Water
and Sewer Operating Fund Revenue, and
2. Adopt the attached appropriation ordinance increasing estimated receipts 'and appropriations in the
Water and Sewer Operating Fund in the amount of $843,579 50, and
3 Authorize the transfer of $843,579 50 from the Water and Sewer Operating Fund to the Commercial
Paper-Water Fund, and
4 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Commercial Paper-Water Fund in the amount of $843,579 50, and
5 Authorize the City Manager to execute a construction contract in the amount of $786,579 50 with the
S L. Sibert Company, Inc. for construction of the Heron Road West water line
DISCUSSION
On March 2, 1999 (M&C C-17302), the City Council awarded an engineering contract to Transystems
Corporation for design of the Heron Road West water line In accordance with the Policy for the
Installation of Community Facilities, the residents of Heron Road on the south shore of Lake Worth,
west of the Castle, submitted a petition for water service to the Director of the Water Department
These residents have paid the required water tap and impact fees
This water line will serve approximately 50 customers and provide water service to Freeman Park. The
water main will connect to the existing Fort Worth water system in front of the Castle, extend west to
Silver Creek Road, and terminate at Silver Creek Road and Goodnight Circle
This project was advertised for bid on .May 3 and 10, 2001 On May 24, 2001, the following bids were
received

COMPANY, INC FOR CONSTRUCTION OF THE HERON ROAD WEST WATER LINE
S L. Sibert Company, Inc is in compliance with the City's M/WBE Ordinance by committing to 12%
M/WBE participation on this project. The City's goal on this project is 12%
In addition to the contract amount, $25,000 00 is budgeted for contingencies, $30,000 00 is budgeted
for construction inspection, and $2,000 00 for staff support and review
This project is located in COUNCIL DISTRICT 7
FISCAL INFORMATION/CERTIFICATION
The Finance Director certifies that upon approval of the above recommendations and adoption of the
attached appropriation ordinances, funds will be available in the current capital budget, as appropriated,
of the Commercial Paper-Water Fund
