AN ORDINANCE EXTENDING A MORATORIUM ON ACCEPTANCE
OF CONCEPT PLANS, PRELIMINARY PLATS, UNIFIED
RESIDENTIAL DEVELOPMENT SITE PLANS, AND APPLICATIONS
FOR BUILDING PERMITS AND OTHER DEVELOPMENT PERMITS,
EXCEPT FOR DEVELOPMENT PERMITS CONSISTENT WITH "A-5"
ONE-FAMILY RESIDENTIAL ZONING, FOR PROPERTIES LOCATED
IN THE VICINITY OF THE WESTERN SHORE OF LAKE ARLINGTON,
SOUTH OF THE 6100 BLOCK OF RAMEY AVENUE, EAST OF THE
2800-5300 BLOCKS OF INTERSTATE LOOP 820 AND NORTH OF
INTERSTATE 20, PENDING CONSIDERATION OF REZONING OF
SUCH PROPERTIES, PROVIDING A SEVERABILITY CLAUSE AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, on January 16, 2001, the Crty Council approved Mayor and Council
Commumcahon G-13131 authorizing the City Manager to initiate rezoning of properties located
m the vicinity of the western. shore of Lake Arlington, south of the 6100 block of Ramey
Avenue, east of the 2800-5300 blocks of Interstate Loop 820 and north of Interstate 20 (the
"Property"), to "A-5" One-Family Residential or a more restrictive one-family residential zoning
distract m conformance with the 2000 Comprehensive Plan,
WHEREAS, the City Council enacted Ordinance No 14491 on January 1.6, 2001,
establishing a 120-day moratorium on the acceptance of concept plans, preliminary plats, Unified
Residential Development site plans, and apphcahons for building permits and other development
permits for the development of the Property;
WHEREAS, on March 14, 2001 the Zoning Commission continued the hearing on the
Property, under Case No Z-0l -017, until May 9, 2001 to allow for further study and to give the
City staff additional time to discuss the proposed rezomngs with affected property owners,
WHEREAS, said tracts are located in the vicinity of the western shore of Lake
Arlington, south of the 6100 block of Ramey Avenue, east of the 2800-5300 blocks of Interstate
Loop 820 and north of Interstate 20 are described on Attachment "A" and depicted m the map
attached as Attachment "B",
WHEREAS, rt is advisable to extend the moratonum to June 22, 2001, to allow the
Zoning Commission an opportunity to conduct a heanng and make recommendations to the Crty
Council and to give the City Council tone to consider rezoning those tracts located m the vicinity
of the western shore of Lake Arlington, south of the 6100 block of Ramey Avenue, east of the
2800-5300 blocks of Interstate Loop 820 and north of Interstate 20, as described on Attachment
"A" and depicted on the map attached as Attachment "B", to "A-5" One-Family Residential or a
more restnctive one-family residential zoning district;
WHEREAS, all findings m Ordinance No 14491 are reaffirmed,
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF FORT WORTH, TEXAS, AS FOLLOWS
SECTION 1.
The expiration of the moratonum on acceptance of concept plans, prehmmary plats,
unified residential development site plans, and applications for building permits and other
development permits for the property located m the vicinity of the western shore of Lake
Arlington, south of the 61.00 block of Ramey Avenue, east of the 2800-5300 blocks of Interstate
Loop 820 and north of Interstate 20, more particularly described m Attachment "A" and depicted
on the map attached as Attaclvnent "B", enacted pursuant to Ordinance No 14491, is hereby
extended from May 16, 2001 to Tune 22, 2001 at 11 59 p.m., or until the City Council terminates
the moratorium, whichever occurs first.
SECTION 2.
All provisions of Ordinance No 14491, with the exception of the expiration date
extended by Section 1 of tl1~s Ordnance, shall remain m full force and effect.

SECTION 3.
It ns hereby declared to be the intention of the City Council that the sections, paragraphs,
sentences, clauses and phrases of this ordinance are severable, and, if any phrase, clause,
sentence, paragraph or section. of this ordinance shall be declared void, ineffective or
unconstitutional by the valid _~udgment or final decree of a court of competent ~unsdnchon, such
voidness, ineffectiveness or unconstitutionality shall not affect any of the remaining phrases,
clauses, sentences, paragraphs and sections of this ordinance, since the same would have been
enacted by the Cnty Council without the mcorporatnon herein of any such vond, meffectnve or
unconstitutional phrase, clause, sentence, paragraph or section.
SECTION 4
Thns ordinance shall take effect upon adoption.

RAMEY AVENUE, EAST OF THE 2800-5300 BLOCKS OF INTERSTATE LOOP 820
AND NORTH OF INTERSTATE 20
RECOMMENDATION
It is recommended that the City Council adopt the attached ordinance extending the moratorium to June
22, 2001 for acceptance of concept plans, preliminary plats, Unified Residential Development site plans
and applications for building permits or other development permits for property located generally along
and near the western shore of Lake Arlington, south of the 6100 block of Ramey Avenue, east of the
2800-5300 blocks of Interstate Loop 820, and north of Interstate 20
DISCUSSION
On January 16, 2001 (M&C G-13131), the City Council authorized the City Manager to initiate rezoning
of the property in the vicinity of the western shore of Lake Arlington, south of the 6100 block of Ramey
Avenue, east of the 2800-5300 blocks of Interstate Loop 820, and north of Interstate 20 (the Property)
to "A-5" One-Family Residential or a more restrictive One-Family Residential District, which would
permit development of one-family residential dwellings on lots with areas of 5,000 square feet or greater
and other uses such as churches and schools
On January 16, 2001, (M&C G-13132), the City Council also adopted Ordinance No 14491 establishing
a 120-day moratorium on the acceptance of applications for development of the Property in order to
maintain the status quo pending consideration of rezoning -the Property to "A-5" One-Family Residential
or a more restrictive One-Family Residential District, consistent with the Comprehensive Plan
At their regularly scheduled meeting on March 14, 2001, the Zoning Commission continued the hearing
on the Property until May 9, 2001, to allow for further study, and to give City staff additional time to
contact all property owners affected by the proposed rezoning of the Property
Adoption of the attached ordinance would extend the moratorium from May 16, 2001, to June 22, 2001
This new expiration date would bar any applications inconsistent with "A-5" One-Family Residential
zoning on the Property and enable the City Council to consider the rezoning of the Property before the
moratorium expires
