HomeMy WebLinkAboutOrdinance 14811fi /r1 Ordinance No ~ ~~ 1 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE PARKS AND COMMUNITY SERVICES IMPROVEMENTS FUND IN THE AMOUNT OF $240,000 FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING A CONTRACT TOG C. CARTER CONSTRUCTION COMPANY FOR THE REPLACEMENT OF BALL FIELD LIGHTING AND EMBANKMENT IMPROVEMENTS AT SANDY LANE PARK, MAKING THIS ORDINANCE CUMULATNE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTNE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 2000-01 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Parks and Community Services Improvement Fund in the amount of $240,000 from available funds for the purpose of funding a contact to G C. Carter Construction Company for replacement of ball field lighting and embankment improvements at Sandy Lane Park. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION. 3 That this ordinance shall be cumulative of Ordinance No. 14286 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordmances and appropriations, in which mstance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect upon adoption. Authorize the transfer of $240,000 00 from the Capital Project Reserve Fund to the Parks and Community Services Improvement Fund, and 3 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Parks and Community Services Improvement Fund by $240,000 00 from available funds; and ,., 4 Authorize the City Manager to execute a contract with G C Carter Construction Company in the amount of $204,626.26 for the construction of ball field lighting and channel improvements at Sandy Lane Park. The 1998 Capital Improvement Program allocated $131,000 00 to replace the existing ball field lighting system at Sandy Lane Park. An additional $240,000 00 was earmarked from the Capital Projects Reserve Fund to address damage to the ball field and retaining wall caused by substantial creek embankment erosion The storm and erosion damage ~ occurred on May 3, 1999 Parks and Community Services Department staff confirmed availability of Capital Project Reserve funds with the Budget Office on September 20, 2000 Funds from the Capital Project Reserve for the repair of erosion damage were identified in the process to fund unfunded capital needs. On November 10, 2000 (M&C C-18276), the City Council approved award of a contract to Teague, Nall and Perkins, Inc. for the design and preparation of construction documents for ball field lighting and embankment improvements, in the amount of $46,190 00 During the design phase, the consultant recommended that if the field were rotated, the retaining wall that was destroyed would not need to be rebuilt, and the cost to resolve the embankment erosion damage would be reduced At the schematic design phase, staff met with the Ryanwood Neighborhood Association and all of the homeowners who immediately abut the existing ball field to get their input on the proposed design The proposed designs were then amended to satisfy their concerns. For this reason, the ball field lighting portion of the project is recommended for deletion (base bid line Item No 8 ball field lighting would be deducted) The Parks and Community Services Department has arranged for the Transportation and Public Works Department to instal{ the ball field lighting, at a substantially- reduced cost, with the remaining project balance of $91,498 00 In addition, it is recommended that bid alternate No 2 totaling $411.27 (deletion of a 4-foot fence) be deducted, allowing for the acceptance of bid alternate No. 3 totaling $1,656 00 which provides fora 6- foot high outfield fence, a total bid alternate amount of $1,244 73. G C Carter Construction Company provided the lowest base bid of $304,860 00, and the lowest bid with the recommended alternatives at $204,626.26 It is recommended that G C Carter Construction Company's bid be approved for award of a contract. The contract time is 75 working days. The proposed expenditure addresses the needed channel improvements while restoring to use the ball field affected by the erosion damage The proposed solution does so in a manner that is at a reasonable cost and substantially less than the estimated costs to replace the retaining wall The original 1998 Capital Improvement Program need for replacement on the ball field lighting system will also be addressed at a substantial savings.
