AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANTS FUND IN THE AMOUNT OF $1,282,716 SUBJECT TO THE RECEIPT OF THE GRANT
FROM THE UNITED STATES DEPARTMENT OF COMMERCE FOR THE PURPOSE OF FUNDING
THE TECHNOLOGY OPPORTUNITIES PROGRAM, MAKING THIS ORDINANCE CUMULATNE
OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT
HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 2000-01 and in the Budget of
the City Manager, there shall also be increased estunated receipts in the Grants Fund in the amount of $1,282,716 subject to the
receipt of the grant from the United States Department Of Commerce for the purpose of funding the Technology Opportunities
Program.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections,
or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 14286 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect upon adoption.

OF COMMERCE, THROUGH THE NATIONAL TELECOMMUNICATIONS AND
INFORMATION ADMINISTRATION
RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to apply for and, if awarded, accept a grant from the U S Department of
Commerce through the National Telecommunications and Information Administration (NTIA) for a
Technology Opportunities Program grant in an amount not to exceed $1,282,716 for a grant
duration of 2 to 3 years for community networking services and lifelong learning and the arts, and
2. Authorize the transfer of $125,000 in Community Development Block Grant (CDBG) funds from
Grant Year 26, and
3 Authorize the use of $468,382 as in-kind matching funds from various organizations, and
4 Authorize the use of $156,265 as in-kind matching funds from the General Fund, and
5 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund in an amount not to exceed $1,282,716 upon receipt of the grant.
DISCUSSION
The U S Department of Commerce, through the NTIA, is providing grant funding under the Technology
Opportunities Program (TOP) The' purpose of the grant is to promote the widespread availability and
use of digital network applications in the public and non-profit sectors TOP will support projects that
demonstrate innovative uses of digital network technologies in underserved communities TOP projects
address specific challenges and promote opportunities in such areas as lifelong learning, community
and economic development, government and public services, safety, health, culture and the arts.
The grant funds available per organization are disbursed over a 2 to 3 year period This matching grant
proposes to extend valuable community resources to the citizens of Fort Worth by utilizing mobile
wireless communication and broadband technologies This will offer end users greater flexibility in how
they access information
This is the second. year that the City has applied for the TOP grant (March 21, 2002, M&C G-12859) In
2000, the NTIA received 662 applications requesting more than $300 million in grants From these
applications, $13 9 million was awarded to 37 organizations, thereby demonstrating the extreme
competitiveness of this grant program Grants awarded included a number of projects developed by
smaller, locally based organizations More than half of the projects awarded focused either exclusively
on rural communities, or included a significant project component with a rural emphasis

In an effort to better position the City, staff conducted a debriefing with the NTIA on last year's grant
application in anticipation of applying this year As a result, this year's grant application was redesigned
to better position the City's application One significant addition was the partnership and collaboration
with locally-based organizations. In addition to the Child Care Association and Senior Citizen Services
of Greater Tarrant County, from 2000, staff partnered with the United Way of Metropolitan Tarrant
County through their Teaming for Technology Partners program Local organizations in .that program
include the American Indian Education Program, the Near Northside Partners Council, the Near
Southeast Community Development Corporation, the Texas Refugee Immigrant and Women's
Association, and the United Way Northeast.
The grant application is requesting funds to establish learning centers that could use the technologies
listed above This will enhance and extend the department's efforts to establish the community centers
as the "hub" of the community by providing technology, information resources and technical support.
The grant will be funded with $533,069 from the U S Department of Commerce, $125,000 from CDBG
Grant Year 26, $156,265 in-kind match from the City's General Fund, and $468,382 in-kind match from
several community project partners including United Way of Metropolitan Tarrant County, Child Care
Association, and Senior Citizen Services of Greater Tarrant County
FISCAL INFORMATION/CERTIFICATION
The Finance Director certifies that upon award and acceptance of the grant, approval of the above
recommendations, and adoption of the attached appropriation ordinance, funds will be available in the
current operating budget, as appropriated, of the Grants Fund Matching funds will be available in the
current operating budget, as appropriated, of the General Fund and CDBG funds.
