AN ORDINANCE AMENDING SECTIONS 2, 4, 6 AND 7 OF
ORDINANCE NO. 7323, AS AMENDED, BY REVISING THE EXTERIOR
BOUNDARIES OF SINGLEMEMBER DISTRICT NUMBERS 2, 4, 6 AND
7 TO INCORPORATE TERRITORY ANNEXED BY THE CITY OF FORT
WORTH, MAKING THIS ORDINANCE CUMULATIVE OF ALL
ORDINANCES; REPEALING ALL ORDINANCES AND PROVISIONS IN
CONFLICT HEREWITH; PROVIDING A SEVERABILITY CLAUSE;
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
Section 2 of Ordinance No 7323, as amended, is further amended to read as follows
SECTION 2.
For the purpose of determining the qualifications as to candidacy, election or
appointment of a member to Place 2 of the City Council of the City of Fort Worth, District No 2
shall be, and the same is hereby established, and shall comprise all of that portion of the City
located within the following described boundary.
District No 2
BEGINNING at the Intersection of Interstate Highway 35W (North Freeway) and Northeast 28th
Street;
THENCE East on Northeast 28th Street to North Riverside Drive;
THENCE South on North Riverside Drive to State Highway 121 (Airport Freeway),
THENCE Southwest on State Highway 121 (Airport Freeway) to the West Fork of the Trinity
River;
THENCE Northwest and Southwest with the West Fork of the Trinity River to North Main
Street;
THENCE South on North Main Street to West Bluff Street;
THENCE West on West Bluff Street to North Houston Street;
THENCE South on North Houston Street to West Belknap Street;
THENCE West on West Belknap Street to North Henderson Street;
THENCE Northwest on North Henderson Street to the F W.& W Railroad,

SECTION 5.
This ordinance is cumulative of all other ordinances of the City of Fort Worth defining

inconsistent or in conflict with the provisions of this ordinance, in which event such conflicting
provisions, if any, in any such other ordinance or ordinances are hereby repealed.
SECTION 6.
It is hereby declared to be the intention of the City Council that the sections, paragraphs,
sentences, clauses and phrases of this ordinance are severable, and, if any phrase, clause,
sentence, paragraph or section of this ordinance shall be declared void, ineffective, or
unconstitutional by a valid judgment or final decree of a court of competent jurisdiction, such
voidness, ineffectiveness or unconstitutionality shall not affect any of the remaining phrases,
clauses, sentences, paragraphs and sections of this ordinance since the same would have been
enacted by the City Council without the incorporation herein of any such void, ineffective or
unconstitutional phrase, clause, sentence, paragraph or section.
SECTION 7.
This ordinance shall take effect upon adoption.

DISANNEXATIONS IN CITY COUNCIL DISTRICTS 2. 4. 5. 6 AND 7
RECOMMENDATION
It is recommended that the City Council
Adopt the attached ordinance amending Ordinance No 7323, as amended, to make the exterior
boundaries of City Council Districts 2, 4, 6 and 7 coincide with the current corporate boundaries of
the City; and
2 Approve amendment of the Singlemember District Map to reflect annexations and disannexations of
territory in City Council Districts 2, 4, 5, 6 and 7
DISCUSSION
Regular elections are scheduled for May 5, 2001, for the purpose of electing the Mayor and City
Councilmembers for Council Districts 2 through 9 Prior to conducting these elections, the City must
revise its Singlemember District Plan to accommodate changes in its corporate boundaries resulting
from annexations and disannexations that have occurred since the City's last election These changes
in the Singlemember District Plan then must be submitted to the Voting Rights Division of the
Department of Justice for approval prior to the elections The submission must include, among other
things, information on the nature, scope and potential impact of the boundary changes on the electoral
process, the resulting changes in population, and the accessibility of the voting process 'to all citizens,
particularly minority citizens.
The last revision to the City's Singlemember District Plan was approved by the City Council on
February 29, 2000 (Ordinance No 14113) in anticipation of a referendum election held on May 6, 2000
concerning continuation of the Fort Worth Crime Control and Prevention District for an additional five
years
Since that election, there have been 22 annexations and five disannexations Thirteen of the
annexations (A2 through A5, A7 through A9, A11 -Al2, A14 through A16, and A22, as shown in the
attached Executive Summary of Annexation Activity 2000 - 2001), require revisions to the exterior
boundaries of City Council Districts 2, 4, 6 and 7 Each annexation incorporated territory into a single
City Council district, except for Annexation A14, which annexed a 403 -acre unpopulated tract that
overlapped the boundaries of Council Districts 2 and 4 Based on the degree of overlap, 48 acres have
been proportionally allocated to Council District 4 and 355 acres allocated to Council District 2

Nine of the 22 annexations annexed enclaves or "donut holes" surrounded by the City of Fort Worth,
and therefore did not affect the exterior boundaries of the City Council districts into which they were
incorporated Annexation A6 annexed a 11 385 -acre unpopulated enclave in Council District 2 at the
request of the property owner Annexation A10 annexed a 2.662 -acre enclave with two residents in
Council District 2 at the request of the property owner Annexation A13 annexed a 51 -acre
unpopulated enclave in Council District 4 at the request of the property owner

Annexations Al and A17 through A21 were initiated by the City and incorporated enclaves with an
estimated population of 1504 into Council Districts 4, 5, 6 and 7 The majority of the residents added to
the City reside in a 269 3 acre area known as Lake Crest Estates which was annexed into Council District
7
All of the disannexations involved unpopulated territory Disannexation D1 disannexed a 21 837 -acre
tract from Council District 2 in conjunction with a boundary adjustment with Roanoke Disannexations
D2 and D4 disannexed territories from Council District 7 in conjunction with boundary adjustments with
the cities of River Oaks and Lake Worth, respectively Disannexation D3 disannexed a 4 00 -acre tract
from Council District 4 at the request of the property owner Disannexation D5 disannexed a 152.893 -
acre tract from Council District 2 to the city of Haslet.
Approval of this Mayor and Council Communication will amend the Singlemember District Plan and
approve amendment of the map to incorporate the annexed territory into Council Districts 2, 4, 5, 6 and
7 and to reflect removal of teritory disannexed from Council Districts 2, 4 and 7 All of the annexations
and disannexations are described in the attached "Summary of Annexation and Disannexation Activity"
IMPACT - As discussed above, seven of the 22 annexations added an estimated 1,542 residents to the
City_ All other annexations added unpopulated territory Except for the addition of these residents, the
changes in the City's corporate boundaries and in the Singlemember District Plan will not impact the
City -wide election proposed for May 5, 2001 Little development has occurred in the newly annexed
areas since they were annexed and, as a result, any change in population figures since annexation is
insignificant. There will be no discernible impact or influence on population figures, voting patterns,
minority participation in the voting process, access to the polling places or election results because of
the annexations and disannexation
