HomeMy WebLinkAboutOrdinance 14715 ORDINANCE NO ~~~ f~s AN ORDINANCE ADJUSTING THE TOTAL NUMBER OF AUTHORIZED CIVIL SERVICE POSITIONS AT EACH CLASSIFICATION (RANK) IN THE FIRE DEPARTMENT FOR FISCAL YEAR 2000-2001, PROVIDING FOR THE CREATION OF ONE ADDITIONAL LIEUTENANT POSITION, PROVIDING A STATEMENT OF PURPOSE AND INTENT, PROVIDING THAT THIS ORDINANCE SHALL BE CUMULATIVE, PROVIDING A SEVERABILITY CLAUSE, AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the City's Annual Budget Ordinance for the 2000-2001 Fiscal Year, the most recent ordinance concerning the authorized and budgeted positions for the Fire Department, adjusted the Department's civil service staffing as follows Deputy Chiefs 3 Battalion Chiefs 23 Captains 79 Lieutenants 109 Engineers 176 Firefighters ~ TOTAL 745 WHEREAS, the Fire Chief now requests that the Council readjust the total authorized number of Fire Department civil service positions at the classification (rank) of Lieutenant for the remainder of the 2000-2001 Fiscal Year, in conformity with the changes set forth below; and WHEREAS, pursuant to Chapter 143 021 (a), Texas Local Government Code, the City Council may prescribe and/or adjust the authorized number of positions in each classification (rank) by ordinance, NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That, effective immediately upon the adoption of this ordinance, the following positions shall be the only civil service positions in each classification (rank) authorized m the City of Fort Worth Fire Department for the remainder of the Fiscal Year 2000-2001, or until modified by subsequent ordinance Deputy Chiefs 3 Battalion Chiefs 23 Captains 79 Lieutenants 110* Engineers 176 Firefighters 355 TOTAL 746 * Creates 1 new position SECTION 2 The "Mayor and Council Communication" memorandum which is presented contemporaneously with this ordinance is hereby expressly incorporated herein by reference for further clarification and explanation of the purposes and intent of the City Council in the adoption of this ordinance SECTION 3 It is hereby declared to be the intention of the City Council that the phrases, clauses, sentences, paragraphs or sections of this ordinance are severable, and if any phrase, clause, sentence, paragraph or section of this ordinance shall be declared unconstitutional by the valid judgment or decree of any court of competent jurisdiction, such unconstitutionality shall not affect any of the remaining phrases, clauses, sentences, paragraphs and sections of this ordinance, since the same would have been enacted by the City Council without the incorporation in this ordinance of any such unconstitutional phrase, clause, sentence, paragraph or section SECTION 4 This ordinance shall take effect upon adoption APPROVED AS TO FORM AND LEGALITY ,~ ~ Ci Attorney Date. ~ ~ ADOPTED AND EFFECTIVE. 7 ~ ~~ ~ I City of Fort Worth, Texas A a~ And aunc~l C,a~rtn~un~cA~ian ~~ ~ C DATE REFERENCE NUMBER LOG NAME PAGE 615/01 G-13264 36ADJUSTING 1 of 2 SUBJECT ORDINANCE ADJUSTING THE AUTHORIZED CIVIL SERVICE STAFFING IN THE FIRE DEPARTMENT BY ADDING ONE FIRE LIEUTENANT POSITION RECOMMENDATION It is recommended that the City Council Adopt the attached ordinance specifying the number of authorized positions in the Fire Department, thereby effectively increasing the number of authorized lieutenant positions in the Fire Department by one, and 2 Adopt the attached supplemental appropriation ordinance increasing Fire Department appropriations by $41,313 and decreasing the unreserved, undesignated fund balance by the same amount to fund the additional position DISCUSSION The Fire Department proposes that one lieutenant position be added to the authorized civil service staffing for the purpose of regulating mobile fueling activities within the City The fire lieutenant position will serve as the inspector and regulator for mobile fueling activities, including site plan reviews, on-site inspections, and permit application reviews The addition of the fire lieutenant was discussed with the City Council on May 22, 2001 at the Pre- Council briefing on mobile fueling The initial cost of the position, including four months salary and benefits and cone-time purchase of equipment totals $41,313 On-going costs, based on the current fire lieutenant salary structure, are $69,838 The addition of the position referred to above would result in the following change in the authorized strength of the Fire Department: Rank Current Proposed Deputy Chief 3 3 Battalion Chief 23 23 Captain 79 79 Lieutenant 109 110* Engineer 176 176 Firefighter x 355 355 Total 745 746 *Addition of one (1) lieutenant position City of Fort Worth, Texas Afar And Caunc~l C,an~inun~cAt~an ~~ DATE 6/5/01 REFERENCE NUMBER G-13264 LOG NAME 36ADJUSTING PAGE 2 of 2 SUBJECT ORDINANCE ADJUSTING THE AUTHORIZED CIVIL SERVICE STAFFING IN THE FIRE DEPARTMENT BY ADDING ONE FIRE LIEUTENANT POSITION FISCAL INFORMATION/CERTIFICATION The Finance Director certifies that upon approval of the above recommendations and adoption of the attached supplemental appropriation ordinance, funds will be available in the current operating budget, as appropriated, of the Fire Department.
