HomeMy WebLinkAboutOrdinance 14618;, i /~d~ ~~ '' '~~ Ordinance No. AN ORDINANCE APPROPRIATING $85,000 TO GENERAL FUND AND DECREASING THE UNRESERVED, UNDESIGNATED GENERAL FUND BALANCE BY THE SAME AMOUNT FOR THE PURPOSE OF PROVIDING FUNDING FOR A PORTION OF THE II~lITIAL OPERATING COSTS FOR THE DOWNTOWN FORT WORTH PUBLIC MARKET, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 2000-01 and in the Budget of the City Manager, there shall also be increased appropriations in General Fund in the amount of $85,000; thereby decreasing the unreserved, undesignated Fund balance by the same amount for the purpose of providing funding for a portion of the initial operating costs for the Downtown Fort Worth Public Market. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 14286 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, inwhich instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. City of Fort Worth, Texas M,,Ayoe and Council CommunicAtion DATE REFERENCE NUMBER LOG NAME PAGE 5/8/01 G-13227 22MARKET 1 of 2 SUBJECT ADOPTION OF APPROPRIATION ORDINANCE TO FUND A PORTION OF THE INITIAL OPERATING COSTS FOR A PUBLIC MARKET ON JONES STREET RECOMMENDATION It is recommended that the City Council adopt the attached supplemental appropriation ordinance increasing appropriations for FY2000-2001, in the General Fund/Non-Departmental Department, in the amount of $85,000 to fund a portion of the initial operating start up costs for a public market on Jones Street. DISCUSSION The Downtown Strategic Action Plan, which the City Council adopted in 1993 as part of the City's Comprehensive Plan, recommended the development of a public market at an appropriate site to be selected Accordingly, City staff worked with Downtown Fort Worth, Inc to evaluate a variety of potential sites, including a site at the Intermodal Transportation Center (ITC) The ITC site became feasible and desirable for a public market in July 1999, when the City Council, the Executive Committee of the Fort Worth Transportation Authority, and the Board of Downtown Fort Worth, Inc. adopted resolutions to endorse the recommendations of the ITC consultant team Mayor Barr, Councilmember McCloud, and Councilmember Davis have subsequently represented the City Council on the ITC Design Committee, which has overseen and approved the design of the public market. During the past two years, City staff provided several briefings for the City Council on the ITC and related projects, including the public market. In 1999, Downtown Fort Worth, Inc. (DFWI), with support from the US Department of Agriculture, hired Urban Marketing Collaborative to .prepare a comprehensive study of the feasibility of a full-time public market in Fort Worth To supplement the feasibility research, DFWI also hired the Buxton Company to conduct market research The studies documented the- need for an urban public market in Fort Worth DFWI recommends creating an initial farmers market at the Intermodal Transportation Center (ITC) under the parking canopies on Jones Street. The site complements other south downtown developments such as Trinity Railway Express commuter rail service, Convention Center expansion, Water Gardens improvements, Hyde Park improvements, and Lancaster Avenue redevelopment. The Fort Worth Transportation Authority (The "T") has agreed to provide the parking canopy area for a weekend farmers market and has incorporated the necessary water, electrical, and drainage systems into the design and construction of the canopies. DFWI and The "T" will jointly publicize the grand openings of the ITC and the farmers market in the Fall of 2001 DFWI intends to expand the market into the adjacent Santa Fe Northern Warehouse to create afull- fledged public market. The public market will feature approximately 75 local farmers, 5 greenhouse/flower vendors, and 20 craft vendors. The proposed expansion into the Santa Fe Northern Warehouse would provide space for up to 20 retail tenants The market will also include innovative programming and educational events City of Fort Worth, Texas ~11~A~or And aupcll a1~11~1u~t~cAtlan C C DATE REFERENCE NUMBER LOG NAME PAGE 5/8/01 G-13227 22MARKET 2 of 2 SUBJECT ADOPTION OF APPROPRIATION ORDINANCE TO FUND A PORTION OF THE INITIAL OPERATING COSTS FOR A PUBLIC MARKET ON JONES STREET DFWI proposes to create a Public Market Division of Downtown Fort Worth Initiatives, a 501(c)3 governed by a 55-member board of directors The funding of the organization would come from a variety of community organizations having a vested interest in the success of the market. The annual operating budget would be approximately $180,000, which includes salary for a Public Market Manager and necessary operational budget (i a ,promotions, utilities, security, and garbage) The annual lease cost for the Santa Fe Northern Warehouse would be approximately $168,000 A public market will require initial operational support during the start-up years, but operational expenses will eventually be covered through rental and event revenue DFWI is requesting that the City provide $85,000 to partially fund the public market start-up costs for six ' months Of this amount, $65,000 will be used to fund the salary of a Public Market Manager and marketing expenses.
