Ordinance No. ~ ~~l AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $739,360 SUBJECT TO THE RECEIPT OF THE FUNDS FROM THE TEXAS DEPARTMENT OF HOUSING AND CONIMUNITY AFFAIlZS FOR THE PURPOSE OF FUNDING THE COMPREHENSIVE ENERGY ASSISTANCE PROGRAM, MAKING THIS ORDINANCE CUMULATNE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS. SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 2000-01 and in the Budget of the City Manager, there shall also be increased estimated receipts in the Grants Fund in the amount of $739,360 subject to the receipt of the funds from the Texas Department of Housing and Community Affairs for the purpose of funding the Comprehensive Energy Assistance Program. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 14286 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. f SECTION 4 This ordinance shall take effect and be in full force after the date of its passage, and it is so ordained. APPROVED AS TO FORM AND LEGALITY Assistant Ci ttorney ~-$- ~~ Date ~~ 20,1/ Adopted Effective City of Fort Worth, Texas M„~Ayae and Council C.ammunieAtion DATE REFERENCE NUMBER LOG NAME PAGE 2/2oro1 **G-13164 80CEAP 1 of 2~ SUBJECT AUTHORIZATION TO ACCEPT A GRANT FROM THE' TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS FOR THE COMPREHENSIVE ENERGY ASSISTANCE PROGRAM FOR THE PROGRAM YEAR 2001 AND ADOPT THE RELATED APPROPRIATION ORDINANCE RECOMMENDATION It is recommended that the City Council 1 Authorize the City Manager to accept a grant from the Texas Department of Housing and Community Affairs in the amount of $739,360, and 2 Adopt the attached appropriation ordinance increasing the estimated receipts and appropriations in the Grants Fund by $739,360; and 3 Apply indirect cost rates in accordance with the City's Administrative Regulation 3-15, at a rate of 17 76%, which is the most recently approved rate for this department, and apply the new, approved rate when available DISCUSSION On January 3, 2001, the City was notified that the anticipated contract amount for the 2001 Comprehensive Energy Assistance Program (CEAP) is $739,360 The CEAP for contract year 2001 has six components. 1) Energy Crisis, 2) Elderly/Disabled Assistance, 3) Co-Payment Assistance, 4) Heating and Cooling Systems, 5) Direct Service Support and 6} Case Management. The allocation is being made to address the needs of low-to-moderate income households in Tarrant County who are paying a disproportionate amount to meet the needs for heating and cooling All households at or below 125°l0 of the Federal Poverty Level will be afforded access to the program All applicant households will be determined eligible according to the income guidelines and program procedures as approved by the Texas Department of Housing and Community Affairs. Benefit determinations include the household's income, the household size, the energy consumption and/or the vulnerability of the household and the availability of funds. The Parks and Community Services Department will review all applications at the nine City-operated Neighborhood Resources Development Program Center facilities.
