AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANTS FUND IN THE AMOUNT OF $650,000 SUBJECT TO THE RECEIPT OF THE GRANT
FROM THE DEPARTMENT OF THE INTERIOR FOR THE PURPOSE OF FUNDING THE
RENOVATION AND REHABILITATION OF DETERIORATED PARKLAND FACILITIES, MAKING
THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR
ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 2000-01 and in the Budget of
the City Manager, there shall also be increased estunated receipts and appropriations in the Grants Fund in the amount of
$650,000 subject to the receipt of the grant from the Department of the Interior for the purpose of funding the renovation and
rehabilitation of deteriorated parkland facilities.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent junsdicfion, such decision, opinion or judgment shall in no way impair the remaining portions, sections,
or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 14286 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are m direct conflict with such other ordinances and
appropriations, ui which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect upon adoption.

RECOMMENDATION
It is recommended that the City Council
1 Adopt the Recovery Action Plan (RAP) Amendment No 2 to the 1998 Park, Recreation and Open
Space Master Plan, and
2 Authorize the City Manager to apply for and accept, if awarded, $500,000 in Urban Park and
Recreation Recovery (UPARR} funds from the U S Department of Interior for rehabilitation of
central City neighborhood playgrounds, and
3 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations by
$650,000 in the Grants Fund subject to receipt of the grant; and
4 Approve the use of $150,000 in matching Community Development Block Grant (CDBG) funds as
the City's matching portion of this grant contingent upon receipt of funding from the CDBG Fiscal
Year 2002 allocation
DISCUSSION
The UPARR program was authorized in November 1978 by Public Law 95-625, providing direct federal
matching assistance to cities and urban counties for rehabilitation of existing recreation facilities The
law encourages systematic local planning and commitment to continuing operation and maintenance of
recreation programs, sites, and facilities.
Rehabilitation grants are available for close-to-home urban recreation sites that have deteriorated to the
point where public health and safety are endangered, or the quality of recreation services is impaired
A City matching amount is required, in the amount of 30% of the federal share
Project proposals are submitted to the appropriate National Park Service regional office by eligible local
units of government. Grants are awarded on a nationally competitive basis To be eligible for a
UPARR grant, local jurisdictions must have a certified RAP on file with the National Park Service
regional office
The major thrust of the UPARR program is to encourage revitalization of existing recreation systems
and the return of them to full public use
Recreation facilities rehabilitated through the UPARR program include community playgrounds,
recreation centers, neighborhood parks, ball fields, tennis courts and basketball courts, swimming
pools, picnic areas, and hike/bike/exercise trails

Approval of this Mayor and Council Communication will
a) Authorize an amendment to the 1998 Park, Recreation and Open Space Master Plan, which
was adopted on June 30, 1998 by City Council Resolution No -2414 The current amendment
will provide for establishment of the RAP, which will then be registered with the National Park
Service
The following is a summary of the priorities identified in RAP Amendment No 2•
• Replace or renovate existing playgrounds that have deteriorated or become hazardous, and
• Replace athletic field lighting systems where existing lighting facilities are in poor condition,
and
Development, renovation and rehabilitation of parklands and facilities noted as being
deficient or deteriorated on a citywide basis Those deficiencies include replacing 14 aging
neighborhood wooden playgrounds, 3 deteriorating pools, and 20 aging athletic fields In
addition, the City is deficient by 27 competition soccer fields, 20 miles of trails, 7 basketball
courts, 6 competition softball/baseball fields and 6 tennis courts and development or
redevelopment of community and large recreation parks
b) Authorize staff to submit a grant application in the amount of $650,000 ($500,000 UPARR share
and $150,000 local match) to fund playground renovation and replacement at 7 sites where
inspections have determined the playground equipment to be most severely deteriorated
These sites are
• Eastover Park
• McDonald Park
• Oakland Lake Park
• Traders Oak Park
• Maddox Park
• Sylvania Park
• Little People Park
Adoption of the RAP affects ALL COUNCIL DISTRICTS
The grant application affects COUNCIL DISTRICTS 2, 4, 5 and 6
On April 17, 2001, the Parks and Community Services Advisory Board endorsed the recommendation
of staff to amend the 1998 Park, Recreation and Open Space Master Plan and apply for a Department
of the Interior -UPARR program grant.
