HomeMy WebLinkAboutOrdinance 14627Ordinance No AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $2,000,000 UPON RECEIPT OF THE GRANT FROM THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT FOR THE PURPOSE OF FUNDING THE RENOVATION OF THE FORMER MONTGOMERY WARD COMPLEX, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 2000-01 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $2,000,000 upon receipt of the grant from the U S. Department of Housing and Urban Development for the purpose of funding the renovation of the former Montgomery Ward complex. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opiinon or judgment shall in no way nnpair the remaining portions, sections, -or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No 14286 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect upon adoption. C DATE REFERENCE NUMBER LOG NAME PAGE 5/22J01 **G-13240 13WARDS 1 of 2 SUBJECT APPLICATION FOR A BROWNFIELDS ECONOMIC DEVELOPMENT INITIATIVE GRANT FOR THE RENOVATION OF THE FORMER MONTGOMERY WARD COMPLEX RECOMMENDATION It is recommended that the City Council 1 Authorize the Department of Environmental Management to apply for a Brownfields Economic Development (BEDI) grant in the amount $2 million from the U S Department of Housing and Urban Development (HUD) for the purpose of renovating the former Montgomery Ward complex; and 2 Adopt the attached appropriation ordinance increasing the estimated receipts and appropriations in the Grants Fund by $2 million upon receipt of the grant. DISCUSSION The former Montgomery Ward complex at 2600 West Seventh Street is currently under contract to be purchased by a private investor and revitalized at a planned cost of $100 million The redeveloped facility will contain approximately 1 5 million square feet of office, retail, and exhibition space The historically sensitive rehabilitation of the building will complement the Arlington Heights sector development of the Comprehensive Plan, as well as move the neighborhood forward on the recovery from the March 28, 2000 tornado HUD has made grant funds available through their BEDI grant program BEDI funds are awarded to successful, eligible applicants to enhance and supplement HUD Section 108 loan initiative funds BEDI grant funds can be used by the City to provide direct project funding, as in HUD 108 debt service reserve, as a means of providing a HUD 108 interest rate write-down, or in any combination BEDI funds are only used in projects where development had previously been impeded by real or perceived environmental contamination The BEDI funds, while Brownfields related, do not have to be exclusively used to address environmental concerns. The BEDI does not have a matching requirement, however, leveraging of additional funds is encouraged and will increase the likelihood of the grant being awarded The private investment into the project provides such leveraging Upon approval of this Mayor and Council Communication, it is the intent of City staff to submit the application forms required for receipt of this grant. Submission of this application, or the actual receipt by the City of an award notice of BEDI funds, would not compel the City to apply for, or to borrow, HUD Section ,108 loan initiatives.
