AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANTS FUND IN THE AMOUNT OF $251,834 FROM AVAILABLE FUNDS FOR THE PURPOSE
OF FUNDING THE INTERLIBRARY LOAN PROGRAM THROUGH A GRANT FROM THE TEXAS
STATE LIBRARY AND ARCHIVES COMMISSION AND THE UNITED STATES DEPARTMENT OF
EDUCATION, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND
REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 2000-01 and in the Budget of
the City Manager, there shall also be increased estunated receipts in Grants Fund in the amount of $251,834 from available
funds for the purpose of funding the Interlibrary Loan Program through a grant from the Texas State Library and Archives
Coininission and the Umted States Department of Education.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent Iurisdichon, such decision, opimon or judgment shall in no way unpair the remaining portions, sections,
or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumularive of Ordinance No. 14286 and all other ordinances and appropriations amending the
same except m those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, inwhich instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force after the date of its passage, and it is so ordained.

LOAN PROGRAM AND RELATED CONTRACT AND APPROPRIATION ORDINANCE
RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to apply for and accept a grant for the Interlibrary Loan Program in the
amount of $251,834 from the Texas State Library and Archives Commission and the United States
Department of Education, and
2. Authorize the City Manager to execute a grant contract with the Texas State Library and Archives
Commission relating to such grant; and
3 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations by
$251,834 in the Grants.Fund from available funds, and
4 Apply indirect costs according to Administrative Regulation 3-15 using the most currently approved
indirect cost rate of 28 52% for this department.
DISCUSSION
The Texas State Library and Archives Commission and the United States Department of Education
propose to grant $251,834 to the City of Fort Worth to provide resource sharing and interlibrary loan
services to a 20-county area of North Texas The Fort Worth Library serves as the "Major Resource
Center" under the Texas Library System Act for this area
The grant is for the State Fiscal Year of September 1, 2001, through August 31, 2002 It will continue
to subsidize resource sharing in the North Texas area, and to provide local libraries with a means of
acquiring the use of materials from libraries throughout the United States This is the twenty-fifth year
of this grant program
This program is budgeted at $251,834, with the funding agencies defraying the costs listed below
