HomeMy WebLinkAboutOrdinance 14847:2 Ordinance No. `t-~~ AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $14,355 FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING A CONTRACT WITH THE TEXAS DEPARTMENT OF TRANSPORTATION FOR THE CONTINUED OPERATION OF THE WAVE SELECTIVE TRAFFIC ENFORCEMENT PROGRAM ON AN OVERTIME BASIS, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS. SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 2001-02 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $14,355 from available funds for the purpose of funding a contract with the Texas Department of Transportation for the continued operation of the Wave Selective Traffic Enforcement program on an overtime basis. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way unpair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 14745 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect upon adoption. Commun~cArian DATE REFERENCE NUMBER LOG NAME PAGE 11 /6/01 C-18829 35WAVE 1 of 2 SUBJECT AUTHORIZE A CONTRACT WITH THE TEXAS DEPARTMENT OF TRANSPORTATION TO CONTINUE TO OPERATE THE WAVE STEP PROGRAM RECOMMENDATION It is recommended that the City Council Authorize the City Manager to accept the contract with the Texas Department of Transportation (TxDOT) to continue to operate the Wave STEP (Selective Traffic Enforcement Program) on an overtime basis in the amount of $14,355 (State $13,000/City $1,355), and 2 Authorize the contract.to begin October 1, 2001, and expire September 30, 2002, and 3 Adopt the attached appropriations ordinance increasing estimated receipts and appropriations in the Grants Fund, by $14,355, and 4 Adopt the attached appropriations ordinance increasing estimated receipts and appropriations in the State Awarded Assets Fund by $1,355 from available funds, and 5 Authorize the transfer of $1,355 from the State Awarded Assets Fund to the Grants Fund for the City's cash match, and 6 Authorize the City Manager to waive the indirect cost in the amount of $2,736 since indirect costs are not allowed by TxDOT DISCUSSION The purpose of this program is to conduct additional occupant protection and speed enforcement during selected holiday periods Traffic officers will conduct pre and post-surveys of safety belt usage and speed compliance, will incorporate pre and post-public information and education efforts, and will increase enforcement during the designated holidays which include Thanksgiving, Christmas, New Year's Eve, and New Year's Day Results of special statewide demonstration STEPs conducted in Texas and five other states affirm that coordinated waves of enforcement, surveys, and public information and education are feasible, manageable, and highly effective in reducing traffic-related fatalities, injuries, and costs The total contract cost of the Wave STEP is $14,355 TxDOT will provide funds in the amount of $13,000 for overtime and vehicle mileage, and the City will provide $1,355 The terms of the state contract do not allow for reimbursement of the 11 46% retirement fringe benefit for the overtime, and was not included in the contract total This cost will be paid with State Awarded Assets.
