AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE WATER CAPITAL PROJECT FUND IN THE AMOUNT OF $141,211 00 AND THE SEWER CAPITAL PROJECT FUND IN THE AMOUNT OF $51,146 00 FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING A CONTRACT WITH SRO GENERAL CONTRACTING, INC., FOR RECONSTRUCTION OF NW 26TH STREET AND CHESTNUT AVENUE, CONTRACT 7, WITH ASSOCIATED WATER AND SANITARY SEWER MAIN IMPROVEMENTS, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS. SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 2000/01 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Water Capital Project Fund in the amount of $141,211 00 and the Sewer Capital Project Fund in the amount of $51,146 00 from available funds for the purpose of funding a contract with SRO General Contracting, Inc., for reconstruction of NW 26th Street and Chestnut Avenue, Contract 7, with associated water and sanitary sewer main improvements. SECTION 2. Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No 14745 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect upon adoption. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Water Capital Project Fund in the amount of $141,211 00, and the Sewer Capital Project Fund in the amount of $51,146 00 from available funds, and 3 Authorize the City Manager to execute a contract with SRO General Contracting, Inc. in the amount of $588,000 00 for reconstruction of N W 26th Street (Market Avenue to Refugio Avenue), and Chestnut Avenue (N W 25th Street to N W 27th Street), with associated water and sanitary sewer main improvements DISCUSSION The 1998 Capital Improvement Program included funds for the reconstruction of N W 26th Street (Market Avenue to Refugio Avenue), and Chestnut Avenue (N W 25th Street to N W 27th Street) The Water Department has determined that the existing water and sanitary sewer mains in these streets are in need of replacement prior to street reconstruction The street improvements include 6-inch lime stabilized subgrade and 5-inch HMAC (hot mix asphalt concrete) pavement, driveway approaches, sidewalks, and replacement of existing storm drains Bids were received on two alternates Alternate "A" is for 5-inch HMAC over 6-inch subgrade with lime stabilization, and Alternate "B" is for 6-inch concrete over 6-inch lime stabilized subgrade. After review of all bids, City staff recommends Alternate "A" (asphalt) for street reconstruction The project was advertised for bid on August 23 and 30, 2001 On :September 20, 2001, the following bids were':received ' ~ Alternate "A" Alternate "B" Bidder (Asphalt Pavement) (Concrete Pavement) ..:. The original specified contract time was 200 working days.
