HomeMy WebLinkAboutOrdinance 14656J r Ordinance No ~~~ AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $615,480 SUBJECT TO THE RECEIPT OF THE GRANT FROM THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS FOR THE PURPOSE OF FUNDING THE CITY OF FORT WORTH'S WEATHERIZATION PIGGYBACK PROGRAM, MAKING THIS ORDINANCE CUMULATNE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 2000-01 and m the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $615,480 subject to the receipt of the grant from the Texas Department of Housing and Community Affairs for the purpose of funding the Cary of Fort Worth's Weatherization Piggyback Program. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remainuig portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 14286 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. C-18612 05PIGGY 1 of 2 SUBJECT AUTHORIZE CONTRACT WITH TXU ELECTRIC FOR WEATHERIZATION PIGGYBACK PROGRAM RECOMMENDATION It is recommended that the City Council 1 Authorize the City Manager to enter into a contract with TXU Electric for $615,480 in anticipated funds with the Texas Department of Housing and Community Affairs (TDHCA) to provide weatherization on 130 homes in Tarrant County Homes must be occupied by fow-income residents for the contract period April 1, 2001, through December 31, 2001, and 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $615,480 subject to receipt of the grant; and 3 Apply indirect costs in accordance with City Administrative Regulation 3-15 at a rate of 10.54%, which represents the most recently approved rate for this department. DISCUSSION. The City of Fort Worth has operated a Weatherization Piggyback Program on a grant basis funded by TDHCA since 1982. The current program year covers the period April 1, 2001, through December 31, 2001, and the anticipated contract funding is $615,480 As implied by its name, the program is designed to "piggyback" on the state weatherization grant which has been in place for several years This grant is being made available by TXU Electric for customers in its service area, and has five components a) The program offers additional weatherization measures These will be performed in addition to regular weatherization, and b) The program offers energy efficient refrigerators which are leased and installed when desired by our clients (their refrigerators, when metered, must register as ahigh-energy user), and c) The program demonstrates, offers, and when desired by clients, installs appropriate water saving devices for all participating clients. These devices shall be offered free to all clients, and d) The program demonstrates, offers and when desired by clients, installs and leases compact fluorescent lights, and e). The program provides appropriate energy education for al! participants. This includes information on how to read an electric meter, understanding bills, and understanding the savings potential of using compact fluorescent lights, efficient refrigerators, and water saving devices Program support costs may not exceed 15% of the total TXU Electric funds expended on any one unit.
