HomeMy WebLinkAboutOrdinance 14856.~ ~., Ordinance No ~ ~"" AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $358,305 SUBJECT TO THE RECEIPT OF THE GRANT FROM THE TEXAS WORKFORCE COMMISSION FOR THE PURPOSE OF FUNDING ENHANCEMENTS OF CHILD CARE SERVICES AT THE FORT WORTH PUBLIC HEALTH DEPARTMENT, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS. SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Years 2000-Oland 2001-02, and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $358,305 subject to the receipt of the grant from the Texas Workforce Commission for the purpose of funding enhancements of child care services at the Fort Worth Public Health Department. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 14745 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance -shall take effect upon adoption. ORDINANCE AND GRANT CONTRACT WITH THE TEXAS WORKFORCE COMMISSION FOR A CHILD CARE INITIATIVE GRANT RECOMMENDATION It is recommended that the City Council 1 Authorize the Ci#y Manager to apply for and accept, if offered, a grant in the amount of $214,983 from the Texas Workforce Commission, Child Care. Local Initiatives Agreement of Title VI of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA), and 2. Authorize the contract to -begin September 1~, 2001, and expire August 31, 2002, and 3 Authorize a City match of $143,322 to enhance the quality of child care services, and 4 Authorize the transfer of $3.,395 from the FY2000-2001 General Fund operating budget of the Public Health Department to the Grants Fund for the matching share of the grant for the September, 2001 portion of the grant; and 5 Authorize the transfer of $139,927 from the FY2001-2002 General Fund operating 'budget of the Public Health Department to the Grants Fund for the matching share of the grant for the October, 2001 through August, 2002 portion of the grant; and 6 Adopt the attached appropriation. ordinance increasing estimated receipts and appropriations in the Grants Funds by $358,305 upon receipt of the grant; and 7 Authorize the application of an indirect rate cost of 10% of total direct expenses as authorized by the Texas Workforce Commission DISCUSSION The terms in Title VI of the P~RWORA allows cities to `use local funds allocated to child care services as a match to access additional federal funds to enhance quality of child care services. For the purposes of this program, current appropriations in the Public Health Department's General .Fund budget are considered to be "local funds" The amount requested in this proposal is determined by a formula that provides a match of approximately 40% of local funds ($143,322) and 60% of Workforce Commission funds ($214,983) The Public Health Department's FY2000-2001 General Fund monies that have been committed as matching, funds were expended for activities through September 2001 However, under the grant agreement, these are grant-eligible activities, and therefore, these expended funds may be used as a portion of the City's matching funds. ~~'" _, ~; Descriptions of service enhancements in child care services provided by five Divisions in the Public Health Department are listed below City of Fort Worth, Texas M,,A~oe and Coaneil CommunicArion f~ DATE REFERENCE NUMBER LOG NAME PAGE 11/13/01 **C-18833 50CHILDCARE 2 of 3 SUBJECT APPROPRIATION ORDINANCE AND GRANT CONTRACT WITH THE TEXAS WORKFORCE COMMISSION FOR A CHILD CARE INITIATIVE GRANT PROGRAM DESCRIPTION Animal Control - 0504001 Funds will be used to introduce 24 additional educational presentations on responsible pet ownership and animal bite prevention Current statistics show that 21 % of bite victims in Fort Worth are under the age of seven By providing early childhood education and intervention, the percentage may be reduced Funds requested will be used to purchase additional educational materials and support temporary clerical personnel to schedule and prepare materials for additional classes. Work Force Advantage funds requested to support this additional activity total $88 (FY2001) and $16,453 (FY2002) Consumer Health - 0503002 Funds will be used to conduct an additional 250 inspections in daycare facilities to include kitchens and playground equipment, also, 12 additional daycare provider training classes will be held The balance of the funds will be used to purchase equipment and visual aids to support the expanded activity Work Force Advantage funds requested are $4,801 (FY 2001) and $68,479 (FY2002) Epidemiology and Assessment - 0505003 Funds will be used to augment child care training classes to include 12 additional on-site child care classes that provide training on child abuse and neglect as it occurs in the child care work place Further, an additional 11 child care licensing classes will be held to accommodate increasing demand Funds requested will support personnel, equipment, development, and presentation costs. Work Advantage funds requested to support this additional activity total $15,966 (FY2002) Outreach - 0505004 Funds will be used to augment daycare programs increasing presentations by 6 additional programs per month, 3 additional classes on child safety seat and bike helmet safety will be added, 12 additional classes on improvement in parenting skills, basic child care issues such as immunization awareness and sudden infant death syndrome will be addressed in 24 additional classes, and 6 additional shaken baby syndrome classes will be added in the year Funds will be used to cover personnel, supply/minor equipment and printing costs. Workforce Advantage funds requested are $831(FY2001) and $100,223 (FY2002) Promotion and Education - 0501005 Funds will be used to add 72 more educational presentations focusing on child care settings to improve not only the quality of childcare being provided, but also the health of the children within the system Topics to be addressed include good hygiene, healthy eating, control of infectious diseases, exercise, and water supply Funds requested will support personnel, equipment, and supplies.
