HomeMy WebLinkAboutOrdinance 14760 ~~ 0 Ordinance No AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $130,371 UPON RECEIPT OF THE GRANT FROM THE CRIMINAL JUSTICE DIVISION OF THE GOVERNOR'S OF TEXAS' OFFICE FOR THE PURPOSE OF FUNDING THE OPERATION OF THE DIAMOND HILL CONNECTION AFTER-SCHOOL PROGRAM, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS. SECTION 1 That m addition to those amounts allocated to the various City departments for the Fiscal Year 2001-02 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grant Fund in the amount of $130,371 subject to the receipt of the grant from the Criminal Justice Division of the Governor of Texas' Office for the purpose of funding the operation of the Diamond Hill Connection After-School Program. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent Junsdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 14286 and all other ordinances and appropriations amending the~.• same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said pnor ordinances and appropriations are hereby expressly repealed. Oa ~~D City of Fort Worth, 7`exas ~1-~A~ar And ~aunc~l Cai»n~un~cAt~an DATE REFERENCE NUMBER LOG NAME PAGE 8/28/01 **G-13358 80DRUG-FREE 1 of 2 SUBJECT ADOPTION OF RESOLUTION AUTHORIZING APPLICATION AND ACCEPTANCE OF A GRANT FROM THE CRIMINAL JUSTICE DIVISION TO OPERATE THE DIAMOND HILL CONNECTION AFTER-SCHOOL PROGRAM, ADOPTION OF ASSOCIATED APPROPRIATION ORDINANCE, AND EXECUTION OF CONTRACTS WITH THE YMCA OF METROPOLITAN FORT WORTH AND CAMP FIRE USA FIRST TEXAS COUNCIL RECOMMENDATION It is recommended that the City Council Adopt the attached resolution authorizing the City Manager to apply for and accept, if awarded, a grant from the Criminal Justice Division of the Governor of Texas' Office in the amount of $130,371 to operate the Diamond Hill Connection After-School Program from September 1, 2001, to August 31, 2002, and 2 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $130,371 from available funds, subject to receipt of the grant; and 3 Authorize the City Manager, contingent upon receipt of the grant award, to execute contracts with the YMCA of Metropolitan Fort Worth in an amount not to exceed $86,708 and Camp Fire USA First Texas Council (formerly known as First Texas Council of Camp Fire Boys and Girls) in an amount not to exceed $43,663 to conduct the program DISCUSSION On March 26, 1996 (M&C G-11434), the City Council authorized acceptance of a grant in the amount of $120,938 from the Governor of Texas' Interim Plan for Safe and Drug-Free Schools and Communities Program The Parks and Community Services Department submitted the proposal for the Diamond Hill Coalition After-School Program in collaboration with the YMCA and the Camp Fire USA First Texas Council (formerly known as First Texas Council of Camp Fire Boys and Girls) For over five years, this collaboration of agencies has successfully provided after-school programs for youth, ages 11-15, on the north side of Fort Worth This program will end on August 31, 2001 The current grant application to fund the Diamond Hill Connection After-School Program for youth, ages 14-17, on the north side of Fort Worth, can be funded for three years The target population lives in a community with such risk factors as substance abuse, high crime, low educational levels, adults with limited English speaking skills, teen pregnancy, school dropouts, and youth at risk of entering the juvenile justice system Many of the previous Diamond Hill Coalition After-School Program participants are now in high school The program provides supervised after-school educational, cultural, and recreational activities for middle and high school age youth and is designed to promote school attendance, discipline, and learning Another major emphasis of this new program is to provide participants with the skills needed to improve their academic competency in reading, writing, and mathematics, with the goal of increasing their scores on the Texas Assessment of Academic Skills (TAAS) test. Criminal Justice Division Subgrantees Year 2 (FY2003) 80% 20% - Year 3 (FY2004) 60% 40% Matching funds are scheduled to be raised by the partnering agencies, if necessary, to maintain the current level of service After three years of funding, if the program continues, all project costs must be assumed by the grantee This program is located in COUNCIL DISTRICT 2.
