AN ORDINANCE REVISING AND AMENDING SECTION 10-18 OF
ARTICLE II "PARKING VIOLATIONS BUREAU" OF CHAPTER 10
"COURTS" OF THE CODE OF THE CITY OF FORT WORTH, TEXAS
(1986), AS AMENDED, EXPANDING THE DEFINITION OF AUTHORIZED
PARKING ENFORCEMENT AGENTS OF THE CITY OF FORT WORTH
TO INCLUDE VOLUNTEERS; AUTHORIZING ISSUANCE OF PARKING
CITATIONS BY FIRST CLASS MAIL TO THE REGISTERED OWNER OF
THE VEHICLE AT HIS LAST KNOWN ADDRESS, AUTHORIZING THE
CITY MANAGER TO ESTABLISH AN ACCESSIBLE PARKING
VOLUNTEER ENFORCEMENT PROGRAM; PROVIDING THAT THIS
ORDINANCE SHALL BE CUMULATIVE, PROVIDING FOR A
SEVERABILITY CLAUSE; PROVIDING FOR PUBLICATION IN A
NEWSPAPER OF GENERAL CIRCULATION, AND PROVIDING AN
EFFECTIVE DATE.
Be it ordained by the City Council of the City of Fort Worth, Texas that:
SECTION 1
Subsections (a) and (b) of Section 10-18 "Parking Citations" ofArticle II "Parking Violations
Bureau" of Chapter 10 "Courts" of the Code of the City of Fort Worth, Texas (1986), as amended,..
are hereby revised and amended, and after said revision and amendment shall read as follows
Sec. 10-18 Parking Citations.
(a) (1) The administrative add udicative process for parking, stopping and standing violations
shall be initiated by the issuance of a parking citation which may be issued by a peace officer
or other authorized parking enforcement agent. Authorized parking enforcement agents shall
include any police officer, traffic control specialist, city marshal or other employee or
volunteer of the city designated by the Chief of Police, City Marshal, or the City Manager to
enforce the provisions of this Code in regard to the parking, stopping or standing of vehicles.
(2) Consistent with the provisions of this section and with State law, the City Manager is
authorized to establish, under the direction of the Chief of Police, the Accessible Parking
Volunteer Enforcement Program, utilizing volunteers to enforce the provisions of this Code
concerning disability parking.

(b) If the owner or operator of the vehicle is not present at the time of issuance of the citation,
the citation may be issued by affixing the citatton.to the vehicle in a conspicuous place or by
mailing the citation to the registered owner of the vehicle by first class mail.
SECTION 2
This ordinance shall be cumulative of all provisions of ordinances and of the Code of the City
of Fort Worth, Texas (1986), as amended, except where the provisions of this ordinance are in direct
conflict with the provisions of such ordinances and such Code, m which event conflicting provisions
of such ordinances and such Code are hereby repealed.
SECTION 3
The provisions of this ordinance are several?le and are governed by Section 1-5 of the Code of
the City of Fort Worth, Texas (1986), as amended.
SECTION 4
The City Secretary of the City of Fort Worth, Texas, is hereby directed to publish the caption,
penalty clause and effective date of this ordinance for two (2) days in the official newspaper of the ~~
City of Fort Worth, Texas, as authorized by Section 52 013, Texas Local Government Code
SECTION 5
This ordinance shall take effect after its passage and publication, and it is so ordained.

SUBJECT ADOPT AN ORDINANCE ESTABLISHING THE VOLUNTEER ACCESSIBLE PARKING
ENFORCEMENT PROGRAM
RECOMMENDATION
It is recommended that the City Council adopt the attached ordinance establishing the Volunteer
Accessible Parking Enforcement Program
DISCUSSION
The Mayor's Committee on Persons with Disabilities, working with the Police Department, Municipal
Court, Human Resources, and Law Departments proposes that this volunteer program be established
in the Police Department.
Volunteers would be trained and empowered to issue tickets to unoccupied vehicles that are illegally
parked in accessible (formerly knows as handicapped) spaces
On September 11, 2001, the volunteer enforcement program was presented to the Safety and
Community Development Committee (SCDC) for discussion The SCDC recommended that this
volunteer program be brought before the City Council at aPre-Council session to answer any questions,
and then be placed on the City Council agenda with an ordinance for adoption
