AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GENERAL FUND IN THE AMOUNT OF $800 FROM AVAILABLE FUNDS FOR THE PURPOSE OF
FUNDING THE "CARE FOR COWTOWN AIR" KICK-OFF EVENT, MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN
CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 2000-01 and in the Budget of
the City Manager, there shall also be increased estimated receipts in the General Fund in the amount of $800 from available
funds for the purpose of funding the "Care For Cowtown Air" kick-off event.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections,
or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 14286 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force after the date of its passage, and it is so ordained.

SUBJECT APPROPRIATIONS ORDINANCE FOR FUNDING FROM TEXAS COMMISSION ON
THE ARTS FOR "CARE FOR COWTOWN AIR" PROGRAM
RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to accept an $800 mini-grant from the Texas Commission on the Arts
for the "Care for Cowtown Air" program, and
2 Adopt the attached supplemental appropriation ordinance increasing estimated receipts and
appropriations in the General Fund by $800 to fund an entertainer for the kick-off event for "Care for
Cowtown Air" on April 27, 2001
DISCUSSION
The Texas Commission on the Arts provides mini-grants to enhance the growth and professional
development of the arts industry in Texas The grant of $800 will be used to fund the performance of a
musician, Bill Oliver, known as "Mr Habitat." Mr Oliver, a native Texan, has produced five albums and
has been performing and writing music for 25 years He has been dubbed the "unofficial troubadour of
the environmental movement." He will be performing a program entitled "There is No Reason for
Ozone Season in Texas", as well as several songs featuring the North Hi Mount Elementary School,
"Friends of the Earth" Choir
The kick-off event for the 2001 ozone season will be held Friday, April 27, from 11 00 a m - 2 30 p.m
on Main Street between Third and Fifth Streets The event is designed to attract downtown workers
during the lunch hour to increase their awareness of ozone issues, and to make them aware of the
ways they can "Care for Cowtown Air "
FISCAL INFORMATION/CERTIFICATION
The Finance Director certifies that upon adoption of the attached appropriation ordinance, funds will be
available in the current operating budget, as appropriated, of the General Fund The Environmental
Management Department will be responsible for the collection and deposit of funds
