ORDINANCE NO r~1 ~~~
AN ORDINANCE AMENDING SECTIONS 35-56(g) and 35-56(h) OF
CHAPTER 35 OF THE CODE OF THE CITY OF FORT WORTH
(1986), AS AMENDED, BY REVISING AND ADDING CERTAIN
RATES AND CHARGES, MAKING THIS ORDINANCE CUMU-
LATIVE OF PRIOR ORDINANCES, REPEALING ALL ORDINANCES
AND PROVISIONS OF THE FORT WORTH CITY CODE IN
CONFLICT HEREWITH, PROVIDING A SAVINGS CLAUSE,
PROVIDING A SEVERABILITY CLAUSE, AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH.
SECTION 1.
That Section 35-56(g) of Chapter 35 of the Code of the City of Fort Worth (1986),
as amended, is hereby amended to be and read as follows
(g) The following schedule of rates per month, or fraction thereof, shall be the
charges to all wholesale customers the furnishing water to such customers

SECTION 2
That Section 35-56(h) of Chapter 35 of the Code of the City of Fort Worth (1986)
as amended, is hereby amended to be and read as follows

shall be the charges to all wholesale customers for furnishing wastewater
services to such customers.

SECTION 3
This ordinance shall be cumulative of all provisions of ordinances and of the
Code of the City of Fort Worth, Texas (1986), as amended, except where the provisions
of this ordinance are m direct conflict with the provisions of such ordinance and such
Code, m which event conflicting provisions of such ordinances and such Code are hereby
repealed.
SECTION 4.
It is hereby declared to be the intention of the City Council that the sections,
paragraphs, sentences, clauses and phrases of this ordinance are severable, and, if any
phrase, clause, sentence, paragraph or section of this ordinance shall be declared
unconstitutional by the valid judgment or decree of any court of competent ~unsdiction,
such unconstitutionality shall not affect any remaining phrases, clauses, sentences,
paragraphs and sections of this ordinance, since the same would have been enacted by the
City Council without the incorporation m this ordinance of any such unconstitutional
phrase, clause, sentence, paragraph or section.
SECTION 5.
This ordinance shall take effect on October 1, 2001

SERVICE RATES
RECOMMENDATION
It is recommended that the City Council adopt the attached ordinance which revises wholesale water,
wastewater, and raw water service rates, and provides an effective date of billing on or after November
1, 2001, for usage of flows from and after October 1, 2001
DISCUSSION
Each year, wholesale water and wastewater rate studies are prepared in accordance with the terms of
the uniform wholesale customer contacts.
For FY2002, the wholesale water cost of service study was completed by the Water Department staff,
and the wholesale wastewater cost of service study was completed by Black and Veatch, Inc. The
result of these studies indicated the rates, as proposed below, will recover the cost of providing
wholesale water and wastewater service
On July 26, 2001, a joint meeting with the Wholesale Water Advisory Committee and Wholesale
Wastewater Advisory Committee was held to present the finding of the studies

Raw Water Rates
The rates for untreated water supplied by the Tarrant Regional Water District is $0 58967 for use inside
the district and $0 64367 outside the district Adjusted for street rental and system loss, the raw water
charge to customers is $0 6368 inside the district and $0 6952 outside the district and is a direct "pass
through" to wholesale water customers

The Finance Director certifies that the adoption of this rate should increase the funds available in the
Water and Sewer Operating Fund The Water Department, Customer Service Division is responsible
for collection of funds due to the City by adoption of this ordinance
