AN ORDINANCE INCREASING THE ESTIMATED RECEIl'TS AND APPROPRIATIONS IN THE
GRANT FUND IN THE AMOUNT OF $12,649,000 SUBJECT TO THE RECEIPT OF THE GRANT
FROM THE U S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT FOR THE PURPOSE
OF FUNDING THE 2001-2002 CONSOLIDATED ACTION PLAN, MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN
CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 2000-01 and in the Budget of
the City Manager, there shall also be increased estimated receipts in the Grants Fund in the amount of $12,649,000 subject to
the receipt of the grant from the U S Department of Housing and Urban Development for the purpose of funding the 2001-
2002 Consolidated Action Plan.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections,
or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 14286 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropnations, m which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force after the date of its passage, and it is so ordained.

SUBJECT PUBLIC HEARING FOR FY2001-2002 CONSOLIDATED ACTION PLAN (CAP) GRANT
APPLICATION (CDBG, ESG, HOME, HOPWA GRANTS) FOR SUBMISSION TO THE
U S DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD)
RECOMMENDATION
It is recommended that the City Council
1 Authorize the City's Consolidated Action Plan grant application for submission to the U S
Department of Housing and Urban Development (HUD), and
2. Authorize the use of $616,000 in estimated program income from the interest earned and Revolving
Loan Fund, and
3 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund in the amount of $12,649,000 ($7,960,000 for Community Development Block Grant
Program funds, $616,000 in estimated program income, $271,000 for Emergency Shelter Grant
Program funds, $3,062,000 for HOME Investment Partnerships Program funds, and $740,000 for
Housing Opportunities for Persons with AIDS funds) subject to receipt of the grant; and
4 Authorize indirect cost rates, as applicable, for the Grants Fund in accordance with the City's
Administrative Regulation 3-15
DISCUSSION
In 1994, HUD put forth a new policy regarding housing and community development activities carried
out by local jurisdictions which requires jurisdictions to submit a Consolidated Action Plan (CAP) The
CAP is a document which combines the application and planning process for the four major HUD
funding sources Community Development Block Grant Program (CDBG), Emergency Shelter Grant
Program (ESG), HOME Investment Partnerships Program, and Housing Opportunities for Persons with
AIDS (HOPWA) On April 11, 2000, the City submitted its CAP to HUD which included a Citizen
Participation Plan, aThree-Year Strategic Plan, and an Action Plan detailing the funding use of
activities
Working cooperatively with non-profit organizations, school districts, and the private sector, City staff
was able to produce a CAP that was both broad in scope, and comprehensive- with respect to the
inclusion of activities and funding sources outside the four grants listed above
Each year; -tfie City is required to submit a revised CAP grant application detailing the activities to be
funded, by the four major funding sources The funding figures below reflect the City's allocations and
are based on HUD's FY2001 formula allocations for the Community Planning and Development
Programs The CAP details the projected use of funds for the upcoming program year June 1, 2001, to
May 31, 2002 The CAP grant application will make the City eligible to receive grant funding from the
four HU.D programs listed above At least fifty-one percent (51 %) of these funds will benefit low and
moderate-income citizens in the City of Fort Worth
