Ordinance No
AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
SPECIAL REVENUE FUND IN THE AMOUNT OF $62,250 FROM AVAILABLE FUNDS FOR THE
PURPOSE OF FUNDING AN INTERLOCAL AGREEMENT TO PROVIDE AUTOMATED LIBRARY
AND TELECOMMUNICATION SERVICES TO THE BENBROOK LIBRARY DISTRICT, MAKING
THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR
ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 2000-01 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in the Special Revenue Fund in the
amount of $62,250 from available funds for the purpose of funding an interlocal agreement to provide automated library and
telecommunication services to the Benbrook Library District.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections,
or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 14286 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect upon adoption.

RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to enter into an Interlocal Agreement with the Benbrook Library District
for the provision by the City of Fort Worth of automated library services, including telecommunications
services, and
2 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Special Revenue Fund by $62,250 00
DISCUSSION
In accordance with library practice, the Benbrook Library District (Benbrook) desires to purchase
automated library services from the City of Fort Worth at this time Under an Interlocal Agreement with
the City of Fort Worth, Benbrook will pay $62,250 to purchase software and services for ten computer
workstations Benbrook may purchase additional shares of software and services at a price determined
at that time. Benbrook will also pay for all Library District equipment installed in its facility
The City of Fort Worth will provide maintenance services for an additional fee, which may be adjusted
from year-to-year The maintenance charge is $11,658, which will be collected in Fiscal Year 2001-
2002. As a customary practice, the first year's maintenance charge is not applicable and will be
effective as of the beginning of Fiscal Year 2001-2002.
The Interlocal Agreement shall have afive-year term and shall be renewable for subsequent five-year
terms with the understanding that Benbrook shall have the right to terminate the agreement in the event
that it does not have sufficient funds in its then-current budget to support its obligations under the
agreement.
In 1985, the City Council approved the original purchase of an automated library system for the Fort
Worth Public Library, with a provison to offer automated services to public libraries in the North Texas
Library System, other City departments, businesses, and other libraries in the area on acost-sharing
basis
Haltom City was the first area library to take advantage of sharing the Fort Worth system with an
Interlocal Agreement approved by the City Council on January 14, 1986 The City of Keller joined the
system in 1992 In 1998, the cities of Watauga and Richland Hills joined the system All four cities
have current Interlocal Agreements. Under these agreements, the Fort Worth Public Library provides
automated library services for these libraries on acost-sharing basis where each computer workstation
is equal to one "share" in the system

All revenue from selling shares in the Library's automated system will be deposited in the Library
Automated System Sharing Special Revenue Fund This account is reserved for future expansion of
the Library's central site computer hardware and software.
FISCAL INFORMATION/CERTIFICATION
The Administrative Division of the Library Department will be responsible for the collection of funds due
to the City under this contract. All costs associated with this contract will be borne by the Benbrook
Library District. There will be no cost to the City of Fort Worth
