AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANTS FUND IN THE AMOUNT OF $1,189,096 SUBJECT TO THE RECEIPT OF THE GRANT
FROM THE FEDERAL AVIATION ADMINISTRATION FOR THE PURPOSE OF FUNDING THE
PURCHASE OF AN AIRCRAFT RESCUE AND FIRE FIGHTING VEHICLE AND AN UPGRADE TO
AIRFIELD MARKINGS AND LIGHTING; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 2000-01 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of
$1,189,096 subject to the receipt of the grant from the Federal Aviation Administration for the purpose of funding the purchase
of an aircraft rescue and fire fighting vehicle and an upgrade to airfield markings and lighting.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections,
or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 14286 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in dvrect conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect upon adoption.

RECOMMENDATION
It is recommended that the City Council
Authorize the City Manager to apply for and accept, if awarded, a grant from the Federal Aviation
Administration (FAA) in the amount of $1,070,186 for the purchase of an aircraft rescue and fire
fighting vehicle and to upgrade various airfield markings; and
2 Authorize the use of land credits in the amount of $118,910 for the City's in-kind local match of 10%
of the project cost; and
3 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Funds by $1,189,096, subject to receipt of the grant.

DISCUSSION
Fort Worth Alliance Airport currently has three aircraft rescue and fire fighting vehicles that are in
excess of 10 years old and in need of replacement. These vehicles will be replaced over the next three
years using cargo entitlement funds Fort Worth Alliance Airport receives on an annual basis Separate
City Council action will be requested for the additiona{ vehicles
The first vehicle that will be purchased is a 6 x 6-foot aircraft rescue fire fighting unit with 3,000 gallon
water capacity and 400 gallon foam capacity The vehicle has a 500 pound capacity dry chemical
system with a 54-foot aerial waterway with drill
Also, in response to the FAA's emphasis on reducing runway incursions, the project will include the
installation of marking and lighting improvements to Fort Worth Alliance Airport's surface movement
and guidance control system
It is estimated that the cost of the airport rescue and fire fighting vehicle will be $695,000, and the total
project cost will be $1,189,096 The federal participation will be $1,070,186, and the required City
match will be $118,910 The City's local match will be met with in-kind land credits that the City has as
a result of land donated for the original airport acquisition
