Home My WebLink AboutOrdinance 14788~., ~ ~, ?5 _ (~ ' Ordinance No. / ( ~ ~~ AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $450,000 SUBJECT TO THE RECEIPT OF THE GRANT FROM THE TEXAS DEPARTMENT OF TRANSPORTATION FOR THE PURPOSE OF FUNDING THE DEVELOPMENT OF A MASTER PLAN FOR FORT WORTH SPINKS AND MEACHAM INTERNATIONAL AIRPORT, MAKING THIS ORDINANCE CUMULATNE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTNE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS. SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 2000-01 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $450,000 subject to the receipt of the grant from the Texas Department of Transportation for the purpose of funding the development of a master plan for Fort Worth Spinks and Meacham International Airport. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 14286 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Adopt the attached resolution certifying that $45,000 in City funds will be available as the City's 10% share of project costs, and 3 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Capital Projects Reserve Fund in the amount of $45,000 for the City's 10% share, and 4 Authorize the transfer of $45,000 from the Capital Projects Reserve Fund to the Grants Fund, subject to the receipt of the grant from the TxDOT, and 5 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $450,000 from available funds contingent upon receipt of the grant agreement. DISCUSSION The Federal Aviation Administration requires airports receiving federal funding to have a master plan that is updated on a periodic basis. An Airport Master Plan provides guidelines for future airport development that will satisfy aviation demand in a financially feasible manner The process involves collecting data, forecasting demand, determining facility requirements, and developing plans and schedules. TxDOT, Aviation Division has notified the Aviation Department that a grant is available for the purpose of updating the master plans for Fort Worth Spinks Airport and Fort Worth Meacham International Airport. The estimated cost of this project is $200,000 for Fort Worth Spinks Airport and $250,000 for Fort Worth Meacham International Airport. ., TxDOT requires tM'at the airport sponsor certify that 10% of the project cost be committed from local funds. Upon receipt of the grant, a Request for Qualifications will be issued to solicit qualified firms for the project.
