suB~ECT ORDINANCE REVISING RETAIL WATER AND WASTEWATER RATES
RECOMMENDATION
It is recommended that the City Council adopt the attached ordinance which revises retail water and
wastewater rates and provides an effective date of billing the new rates for usage on or after January 1,
2002.
DISCUSSION
The Water Department conducted cost of service studies to establish proposed FY2002 water and
wastewater rates for the City As in past years, the Water Department convened its Informal Retail
Customer Advisory Committee (Committee) to assist with decisions about allocation costs on a "fair"
and "equitable" basis for each customer class The Committee included representatives from
neighborhood associations, commercial customers and large volume industrial customers.
The responsibilities of the Committee were to make recommendations to the Water Department staff
concerning the equity of the rate structure Four meetings were conducted with the Committee. Based
on the Committee's guidance, staff is recommending rates designed to recover the costs of providing
water and wastewater service to retail customers, with an equitable distribution of the adjustment
among the customer classes The retail portion of the recommended revenue requirements resulted in
an increase of 9 92% for wastewater, and 4 83% for water
The Water Department proposes the following water and wastewater rates.
