HomeMy WebLinkAboutOrdinance 14599~,.~~ r` ~ ~ Ordinance No. ~~ AN ORDINANCE APPROPRIATING $68,000 TO GENERAL FUND AND DECREASING THE UNRESERVED, UNDESIGNATED GENERAL FUND BALANCE BY THE SAME AMOUNT FOR THE PURPOSE OF PROVIDING FUNDING FOR THE 2001 SUMMER WORKS PROGRAM, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the vanous City departments for the Fiscal Year 2000-01 and in the Budget of the City Manager, there shall also be increased appropriations in General Fund in the amount of $68,000; thereby decreasing the unreserved, undesignated Fund balance by the same amount for the purpose of providing funding for the 2001 Summer Works Program. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No 14286 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropnahons are hereby expressly repealed. SECTION 4 This ordinance shall take effect upon adoption. APPR VED AS TO FORM AND LEGALITY `~(J]/City Attorney %% _ _ ADOPTED AND EFFECTIVE. ~~~ ~~ City of Fort Worth, Texas ~11~A~or And Caunc~( C,athmun~cAt~ian DATE REFERENCE NUMBER LOG NAME PAGE 4/24/01 C-18573 02WORKS 1 of 2 suB~ECT APPROPRIATION ORDINANCE FOR 2001 SUMMER WORKS PROGRAM AND RELATED ADMINISTRATION CONTRACT WITH TARRANT COUNTY RECOMMENDATION It is recommended that the City Council 1 Adopt the attached supplemental appropriation ordinance increasing appropriations in the General Fund by $68,000 and decreasing the unreserved, undesignated fund balance by the same amount for the 2001 Summer Works program, and 2 Authorize the City Manager to execute a contract with Tarrant County for the administration of the 2001 Summer Works program for the period of May 1, 2001, through August 31, 2001, at a cost not to exceed $68,000 DISCUSSION In 1995, the City's former Employment and Training Department conducted the Fort Worth Summer Works program, apublic/private sector initiative for 16-21 year old youth The program matched youth seeking jobs with employers seeking summer workers The City employed temporary staff to perform recruitment and job matching tasks. The program enrollment was open to the general public on a first- come, first-serve basis, regardless of the applicants' economic condition The program was not bound by federal rules. Starting in 1996, the former Employment and Training Department took the lead in a collaborative effort with Tarrant County and the City of Arlington to provide acounty-wide summer work experience program for youth During the FY1999-2000 budget process, the City Council approved financial support in the amount of $68,580 for the Summer Works 2000 program A total of 985 youth, 725 of whom were from Fort Worth, were provided jobs for an average wage between $5 15 to $10 00 per hour The Employment and Training Department functions were transferred to Tarrant County effective September 1, 2000 Although the Employment and Training Department no longer exists, due to the importance and success of the program, the City has committed to continue to support the Summer Works program It is anticipated that 1,100 youth will be placed in summer jobs.
