~j Ordinance No ~ ~`` AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $500,000 SUBJECT TO THE RECEIPT OF THE GRANT FROM THE FEDERAL HIGHWAY ADMINISTRATION FOR THE PURPOSE OF FUNDING DESIGN IMPROVEMENTS ALONG FIVE CENTRAL CITY COMMERCIAL CORRIDORS , MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That m addition to those amounts allocated to the various City departments for the Fiscal Year 2000-01 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations Grants Fund in the amount of $500,000 subject to the receipt of the grant from the Federal Highway Administration for the purpose of funding design improvements along five of the central city commercial corndors. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No 14286 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are m direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said pnor ordinances and appropnahons are hereby expressly repealed. SECTION 4 This ordinance shall take effect and be in full force after the date of its passage, and it is so ordained. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by up to $500,000 from the Federal Highway Administration, subject to receipt of the grant; and 3 Authorize the City Manager to enter into a grant agreement with the Federal Highway Administration for use of the TCSP grant funds DISCUSSION The Transportation Equity Act for the 21st Century (TEA-21) established the Transportation and Community and System Preservation (TCSP) Pilot Program TCSP provides funding for grants to plan and implement transportation strategies which improve the efficiency of the transportation system, reduce environmental impacts of transportation, reduce the need for costly future public infrastructure investments, ensure efficient access to jobs, services and centers of trade, and examine development patterns and identify strategies to encourage private sector development patterns which achieve these goals The City of Fort Worth is requesting. $500,000 in FY2002 TCSP grant funds for the design of right-of- way improvements in selected mixed-use development areas along five central city commercial corridors The Federal Highway Administration (FHWA) has $25 million available nationwide for the FY2002 grant round City of Fort Worth, Texas ~1-~A~ar And Caunc~il C,on~mun~cAt~on DATE REFERENCE NUMBER LOG NAME PAGE 1/23/01 G-13138 22APPLY 2 of 3 SUBJECT AUTHORIZATION TO APPLY FOR A FEDERAL GRANT TO DESIGN IMPROVEMENTS ALONG FIVE CENTRAL CITY COMMERCIAL CORRIDORS EAST LANCASTER AVENUE FROM I-35W TO SANDY LANE, EAST ROSEDALE STREET FROM I-35W TO LOOP 820, HEMPHILL STREET FROM VICKERY BOULEVARD TO FELIX STREET, WEST SEVENTH STREET FROM HENDERSON STREET TO MONTGOMERY STREET, AND CAMP BOWIE BOULEVARD FROM UNIVERSITY DRIVE TO ALTAMERE DRIVE The Commercial Corridors Task Force, with staff support from the Planning Department and the Leland Consulting Group Team, is conducting commercial corridor planning efforts funded by FY2001 TCSP funds (M&C C-18368 dated November 28, 2000) The purpose of this current study is to produce conceptual redevelopment plans for key mixed-use development areas, or "nodes", along five primary corridors Those five central city commercial corridors are • East Lancaster Avenue from I-35W to Sandy Lane, and • East Rosedale Street from I-35W to Loop 820, and • Hemphill Street from Vickery Boulevard to Felix Street; and • West Seventh Street from Henderson Street to Montgomery Street; and • Camp Bowie Boulevard from University Drive to Altamere Drive The 2002 TCSP grant would help to implement the conceptual redevelopment plans by funding the design of streetscape and right-of-way improvements that will complement and leverage specific transit- oriented development projects.
